Andorra Self-Employed Work Permit
At a glance
If you plan to run a real business or professional practice in Andorra, you may qualify for self-employed residence and work permission. This can suit founders, business owners, and licensed professionals. You must actually carry out the activity in Andorra; keeping a foreign remote job is not enough.
- Work
- Actively managed Andorran company or authorized professional practice
- Requirements
- An available permit, a real local business, and proof of company control or professional licensing
- Company-route payment
- A final €50,000 payment to the Andorran Financial Authority after approval, with a limited exemption for selected projects
Summary
This route is for someone who will actively operate an Andorran company or an authorized professional practice. Company founders generally need more than 34% ownership and a real management role; licensed professionals follow the requirements for their own activity. A passive holding or overseas remote job does not establish the same basis.
The company route also involves foreign-investment approval, an available permit, business registration, and a required payment to the Andorran Financial Authority. Law 2/2026 made the standard €50,000 payment final and non-refundable after approval, with a limited exemption for selected projects.
-
Choose the business or professional route Confirm the quota, approvals, and any professional qualification requirements.
-
Establish the qualifying activity Document the ownership, effective management, business setup, and required payment or exemption.
-
Apply and maintain the local activity Complete local registration after approval and retain operating evidence for renewal.
This route depends on a real activity in Andorra. The required AFA payment is generally non-refundable after approval.
Eligibility
You may be a fit if:
- You will live in Andorra permanently while the authorization is valid.
- You will carry out a genuine self-employed activity in Andorra.
- If using a company route, you can reserve quota space and, within six months, obtain foreign-investment approval, form the Andorran company, own more than 34%, serve on its governing body, and exercise effective direction and management control.
- If using a licensed-profession route, you can obtain the required professional authorization and professional-body registration where applicable.
- You can meet the AFA payment, housing, medical, criminal-record, quota and documentation requirements.
For an ordinary company case, €50,000 is paid to the Andorran Financial Authority when the immigration application is submitted. Under the 2026 law it becomes final and non-refundable if the initial authorization is approved; it is refundable if that initial authorization is denied. The law exempts a qualifying company created for a project selected by a government-recognized entity or for a qualifying high-technology, high-value-added digital-economy, entrepreneurship or innovation activity.
After the main reservation conditions are met, the company must generally show within three months that it owns a registered, active Andorran business. At renewal, business activity is shown through revenue. A licensed professional uses a separate three-month reservation period to obtain government authorization to practice and professional-body membership where required.
What This Route Allows
This route can let you live in Andorra while running a real self-employed activity, licensed profession, or qualifying Andorran company. The initial permit is one year, followed normally by three two-year renewals; after seven years, later renewals are normally ten years, subject to continuing eligibility and treaty exceptions.
What This Route Is Not
This is not just permission to keep a foreign remote job from Andorra. The local activity needs to be real and documented. The €50,000 amount should not be described as money that ordinarily comes back after the permit ends; under the current law it is non-refundable after approval unless a legal exemption applies. More than 34% ownership alone is not enough without the governance, effective-control and operating-business conditions.
Next Steps
- Decide whether your route is an Andorran company or a licensed profession.
- Confirm quota reservation, foreign-investment approval and company-formation deadlines before moving funds.
- Prepare proof of qualifications, experience, housing, civil status, and criminal-record history.
- Budget for the non-refundable €50,000 AFA payment unless the project is formally confirmed to meet the legal exemption, plus local setup and operating costs.
- File only after the local activity, management role and evidence timetable are clear enough to document.
- Register with the local Comú within three months after approval and keep revenue and activity evidence for renewal.
