Albanian Citizenship by Parent or Ancestry

Albania Citizenship
Pathway overview

At a glance

If a parent was Albanian when you were born, you may already be a citizen. A separate route lets some people apply through an Albanian parent, grandparent, or great-grandparent. The first process documents existing citizenship; the second requires an application and approval.

Citizen parent
A parent who was Albanian at your birth; registration has no age limit
Ancestry application
A qualifying Albanian parent, grandparent, or great-grandparent
Documents
Proof of the ancestor’s citizenship and every link in the family line

Summary

Albanian citizenship through family can involve confirming citizenship from birth or applying on the basis of Albanian origin, depending on the status of each person in the direct family line. A parent who was Albanian at your birth can establish citizenship from birth; a separate application based on Albanian origin can reach a parent, grandparent, or great-grandparent.

The origin application needs proof of the ancestor's citizenship and records connecting every generation. It takes effect only after the required government decision and oath. An ancestor's birthplace alone does not establish the claim.

A citizen parent and a more distant ancestor lead to different processes
  1. Check the parent-at-birth connection If a parent was Albanian at your birth, first assess registration of existing citizenship under Article 5.
  2. If needed, assess citizenship by origin For Article 6, establish the citizen ancestor, direct line within the permitted degree, and screening conditions.
  3. Use the procedure for your legal basis Choose the correct registration or acquisition service and provide the full civil and citizenship record chain.

These are alternative legal routes. Citizenship by origin is not automatic merely because an ancestor was Albanian; a person already Albanian should not be treated as a new acquisition applicant.

Eligibility

For the citizen-parent branch, the central questions are:

A parent's birth in Albania is a useful clue but is not the legal test. Citizenship may have been lost, renounced, acquired later, or never documented. Obtain the parent's Albanian family-status or citizenship record rather than inferring citizenship only from a foreign certificate that says “born in Albania.”

For the citizenship-by-origin branch, the applicant must establish:

The official definition is legal ancestry through an Albanian citizen, not ethnic identity alone. Family tradition, an Albanian surname, language, village roots, or a DNA result can guide research but does not replace the required citizenship and birth, marriage, and other family records.

The Ministry's document instruction lists personal and family certificates, a certificate or other document proving Albanian origin in the direct line, the applicant's foreign criminal-record certificate, and an Albanian judicial-status certificate. Current filing rules require the citizenship request addressed to the President and supporting documents to be deposited online through e-Albania.

Foreign records may need legalization (official checks confirming a document's origin for use abroad) or an apostille (a certificate verifying an official signature or seal for use abroad) and an Albanian translation under the current checklist. Every name, date, marriage, parentage event, and change of surname should connect across the generations.

More about this route

Under Article 5, a person born with at least one Albanian-citizen parent automatically acquires Albanian citizenship and can be registered as an Albanian citizen. The right to register does not expire at age 18.

Under Article 6, a foreign national can apply for citizenship by origin when an Albanian-citizen ancestor is in the direct line no more than three degrees away. In ordinary family terms, that can reach a parent, grandparent, or great-grandparent. This branch requires proof of the chain, criminal-history and security eligibility, Ministry review, a presidential decree, and an oath.

The current source is Law 113/2020 as consolidated through the amendments of 8 May 2026. The 2026 amendments materially changed other citizenship routes, including marriage, but left the core parent and origin rules described here in place.

What This Route Allows

The citizen-parent branch documents citizenship that arose at birth. Once registered in Albania's system for recording births, marriages, and other family events, the person can apply for Albanian identity and travel documents and exercise the rights and duties of an Albanian citizen.

The origin branch allows a qualifying foreign national to acquire Albanian citizenship after the application is approved and the legal completion steps are performed. The Ministry examines the file and, if the conditions are met, sends a proposal to the President. A decree alone does not become effective if the applicant fails to take the required oath within six months after notification, unless an authorized extension applies.

Albanian law does not make renunciation of an existing citizenship one of the Article 5 or Article 6 conditions. The applicant must still check the other country's law, because another country may restrict multiple citizenship or attach consequences to a voluntary foreign-citizenship application.

As of August 2026, Albania is an EU candidate country, not an EU member. Albanian citizenship therefore does not currently create EU citizenship or an automatic right to live and work throughout the EU. Accession negotiations can progress, but a future membership outcome and date should not be promised.

What This Route Is Not

The origin route is not unlimited remote ancestry. A more distant ancestor falls outside the three-degree rule unless an intermediate generation has a separate current citizenship basis that changes the analysis.

It is not automatic merely because a grandparent or great-grandparent was Albanian. The applicant must prove the ancestor's Albanian citizenship, the direct family line, and the screening conditions. The President's decree and oath are real completion steps.

The parent branch is not the same process as Article 6. A person already Albanian by birth should normally pursue registration and civil documentation rather than describe themselves as naturalizing through a grandparent.

This pathway also does not promise that substitute evidence will be accepted whenever a civil certificate is missing. The official instruction permits a certificate or other proof of origin, but the authority decides whether the evidence is sufficient.

Next Steps

  1. Identify the closest possible Albanian-citizen ancestor and determine whether a parent was already Albanian on the applicant's birth date.
  2. Obtain current Albanian family-status and citizenship records for that ancestor. Do not rely only on place of birth, surname, family stories, or an old passport photocopy.
  3. Build a generation-by-generation chart and obtain full birth, marriage, parentage, adoption, death, and name-change records connecting the applicant to the ancestor.
  4. Decide whether the file is an Article 5 registration or an Article 6 origin application. Use the correct e-Albania service and document list.
  5. For an origin application, obtain the required foreign and Albanian criminal-record documents and disclose any conviction that could fall within the three-year-punishment rule.
  6. Arrange apostilles or legalization and Albanian translations under the current instructions. Resolve material conflicts in dates, names, or parentage before submission where possible.
  7. Monitor Ministry requests and the presidential-decree stage. If citizenship is granted through the origin application, arrange the oath within the legal six-month period or promptly seek the permitted extension for an objective obstacle.
  8. After registration is complete, apply for Albanian family-status, identity, and passport documents. Check the consequences of multiple citizenship in every other country involved.
