Summary

Armenia's ordinary naturalization route is for adults who can prove three years of lawful permanent residence, communicate in Armenian, and pass the Constitution requirement. Since January 1, 2026, applications are filed only through mcs-citizenship.am; the current fee is AMD 50,000 and the review target is 90 working days.

An online application is followed by presentation of original documents, with citizenship granted by presidential decree. Citizenship changes the applicant’s rights and duties, including potentially military obligations; a rule for foreign special residents should not be assumed to apply to a new citizen.

Eligibility

The ordinary requirements set by law are:

The law does not turn the language condition into a demand for academic fluency. Nevertheless, the applicant must meet the current official verification standard, not merely state that they intend to learn later. Obtain the current format and study material from the Migration and Citizenship Service because older embassy pages may describe a superseded process.

Foreign birth, marriage, name-change, and other official records generally need an apostille (a certificate verifying an official signature or seal for use abroad) or consular legalization (official checks confirming a document's origin for use abroad), followed by Armenian translation. The MFA cautions that a translation made by a certified or sworn translator abroad may itself require authentication. Applicants should confirm the correct order before processing the records.

The current basic document list includes a valid foreign passport, birth certificate, six 35 x 45 mm color photographs, proof of Armenian residence or legal stay, relevant family records, and the state-fee receipt. The system can request additional category-specific or linking evidence.

More about this route

Official Diaspora Office guidance says the three-year condition is treated in practice as maintaining an Armenian temporary, permanent, or special residence permit without gaps. A visitor stay or an expired card is not the same as continuous resident status. Applicants should review every card and renewal date rather than relying only on the date they first entered Armenia.

From 1 January 2026, applications for Armenian citizenship must begin in the mcs-citizenship.am electronic system. Documents are uploaded for review, and the system then assigns an appointment for presentation of the originals in person. The official consideration target is now 90 working days, but citizenship is obtained only when the President grants it by decree.

Residence history, application, and a presidential decision
  1. Preceding 3 years Maintain qualifying residence Review the residence permits and renewal dates for gaps.
  2. At application Meet the ordinary naturalization tests Document Armenian-language ability, constitutional knowledge, and the required records.
  3. After filing Complete the official review Begin online, present originals at the appointment, and await the presidential decision.

Visitor stays and expired cards are not equivalent to continuous resident status. Citizenship requires a grant.

What This Route Allows

If granted by presidential decree, the applicant becomes an Armenian citizen and can apply for Armenian citizen identity documents. Under the 2026 procedure, a first passport after acquiring citizenship can be requested in Armenia or through an Armenian embassy or consulate operating abroad.

Citizenship permits the person to live and work in Armenia without maintaining a foreigner's residence card. It also brings the constitutional rights and duties of citizenship, including rules that may differ by age, sex, residence, or other status. Anyone concerned about military-registration or service consequences should obtain individual guidance before completing the process rather than treating a general exemption applicable to special residents as an exemption for citizens.

Armenia permits dual citizenship. Official guidance states that acquiring another nationality or attempting a unilateral renunciation does not by itself end Armenian citizenship; termination requires a presidential decree. The applicant's existing country may apply a different rule to voluntary Armenian naturalization.

What This Route Is Not

Three years in Armenia does not create citizenship automatically. It creates eligibility to apply when the residence, language, Constitution, and other requirements are met. The law describes citizenship as a state decision and permits refusal on grounds including state and social security, public order, public health, traditions, and the rights, freedoms, dignity, or reputation of others.

This is not simply a three-year physical-presence count. Official practice focuses on maintained Armenian residence status. Gaps, late renewals, or periods held only as a visitor can affect the calculation even if the person was physically in Armenia.

It is not the best route for everyone with Armenian family history. An ethnic Armenian may be exempt from the ordinary residence and language conditions, while a person with an Armenian-citizen spouse or child may have a different simplified rule. Select the legal basis before uploading a generic naturalization file.

The 90-working-day target is not a guaranteed passport deadline. Document correction, original submission, agency review, presidential action, and the later identity-document application can extend the end-to-end timeline.

Next Steps

  1. Build a chronological table of every Armenian residence card, its validity dates, and its renewal filing date for at least the last three years.
  2. Ask the Migration and Citizenship Service to confirm any gap or unusual absence before treating the residence condition as complete.
  3. Obtain the current Armenian-language and Constitution verification format and prepare before filing.
  4. Collect the passport, birth, marriage, and other family records, photographs, and residence evidence. Resolve name differences and complete apostille or legalization and Armenian translation correctly.
  5. Create the application through mcs-citizenship.am, upload clear images of original documents, and pay the non-refundable fee. The MFA lists AMD 50,000 under the 2026 procedure.
  6. Attend the assigned appointment with the originals and complete any testing or oath steps requested.
  7. Wait for the presidential decision. After a grant, apply separately for the first Armenian passport or citizen identity document.
