Summary
Completing qualifying study, research, training, or qualification-recognition activity in Germany can support a later job-search stay. The application depends on both what was completed and the residence permission held for it, with financial support and health coverage still required.
This route is based on what the person completed in Germany and on the residence permit used for that activity. It is not a general job-seeker permit for anyone with a foreign degree; the Opportunity Card covers a different situation.
Eligibility
Section 20 covers these main cases:
- Successful completion of higher education in Germany under Section 16b or 16c.
- Completion of research in Germany under Section 18d or 18f.
- Successful completion of qualified vocational training in Germany under Section 16a.
- Full recognition of a professional qualification, or issuance of the professional license, after a Section 16d stay in Germany.
- Successful completion in Germany of a state-recognized or similarly regulated assistant or helper training program in a health or care occupation.
The person must be seeking work or self-employment that a foreign national could lawfully pursue under the work and self-employment provisions named in Section 20. Living costs must be secured. The application should be made while the current German residence permit is still valid.
-
Identify the completed activity and permit Check the exact residence section used for German study, research, training, or recognition.
-
Obtain completion evidence Use the degree, certificate, research record, recognition decision, or professional license.
-
Apply before the current permit expires Document living costs and coverage and confirm the permitted search period for that category.
This is a follow-on route after specified activities in Germany. A foreign degree alone does not establish eligibility.
What This Route Allows
For the study, research, qualified vocational-training, and recognition cases, the permit can be issued for up to 18 months. For the health or care assistant/helper training case, it can be issued for up to 12 months and extended once for up to six more months if living costs remain secured.
The permit allows gainful activity during the search, including employment or self-employment. Once suitable long-term work or another qualifying purpose is found, the holder normally applies for the matching residence permit, such as a skilled-worker permit, EU Blue Card, professional-driver or nursing-assistant permit, or self-employment permit.
What This Route Is Not
This is not an automatic extension of the prior study, research, or training title. A Section 20 application and proof of successful completion and living-cost support are still required.
The search period cannot be extended beyond the legal limit for continued job seeking. Finding a job also does not automatically convert the title; the new work must fit a German residence category and the holder must apply for it.
It is not the right route after an unfinished or failed program, or where the claimed qualification or recognition activity occurred entirely outside Germany.
Next Steps
- Identify the exact section printed on your current residence permit and the completed German activity.
- Obtain the degree, training certificate, research-end documents, recognition decision, or professional license that proves successful completion.
- Prepare evidence that living costs and German health insurance are secured during the search.
- Apply before the current residence permit expires and confirm the maximum period for your specific completion category.
- When you receive a suitable offer or establish a viable self-employment plan, apply for the matching follow-on residence permit before starting work beyond the Section 20 conditions or before the search title expires.
