Summary
A qualifying high-level job in Spain may let a non-EU professional apply under Law 14/2013. The Large Companies and Strategic Groups Unit (UGE-CE) handles this national permit. It is separate from the EU Blue Card, with its own requirements.
The national route can fit a person with a relevant qualification at least equivalent to Spanish higher-education level MECES 1 (including higher vocational qualifications), or at least three years of relevant professional experience at a comparable level. The job, employer, pay, and applicant's evidence are assessed together; a senior-sounding title alone is not enough.
The initial authorization normally lasts for the contract plus three months, capped at three years. Renewal is normally for two years if the qualifying employment and other requirements continue.
-
Confirm the employer’s intended category Distinguish the national highly qualified route from the EU Blue Card.
-

-

Interviewing or searching for a role is not enough to file this employer-based application.
Eligibility
Qualifying role and employer
The applicant needs an actual contract or firm offer for highly qualified work in Spain. The employer or professional can apply electronically to UGE-CE. Current law does not limit this route to large companies or strategic sectors.
UGE's June 2026 guidance requires a gross annual salary of at least €41,356.36 for the national route, with no reduced threshold. Employment terms must also comply with Spanish labor law and the applicable collective agreement. Check the current threshold when applying.
Qualification or experience
The applicant normally needs one of:
- a relevant higher-education qualification at least equivalent to Spanish higher-education level MECES 1 (including higher vocational qualifications); or
- at least three years of relevant professional experience at a comparable level.
A regulated profession requires the recognition, license, or membership needed to practice in Spain. Useful evidence includes diplomas and transcripts, official recognition where required, detailed employer letters describing duties and dates, contracts, payslips, and social-security or tax records.
General requirements
Law 14/2013 also requires a valid passport, no disqualifying criminal record during the relevant five-year period, no applicable entry ban, health coverage through social security or qualifying insurance, and adequate family resources. A person applying from inside Spain must be there lawfully. Foreign public documents commonly require legalization (official checks confirming a document's origin for use abroad) or apostille (a certificate verifying an official signature or seal for use abroad) and official Spanish translation.
What This Route Allows
Approval permits residence in Spain and the highly qualified employment described in the application. The initial authorization is generally the contract term plus three months, up to three years, followed by two-year renewals while the requirements continue.
Material changes to employer, role, or conditions can affect the authorization. Check the UGE notification or new-application requirement before making a change.
Eligible family members under Law 14/2013 can apply together or later: a spouse or equivalent partner, minor children, dependent adult children without their own family unit, and dependent parents. They must document the relationship or dependency and meet insurance and resources requirements. The family authorization permits residence and work.
Qualifying residence time can count toward long-term residence after five years and nationality by residence under the separately applicable period. Neither status is automatic.
What This Route Is Not
- It is not available to someone who is only interviewing or looking for a Spanish job.
- It is not the EU Blue Card; the qualification, salary, and EU-mobility rules are different.
- It is not proven by a job title alone.
- It does not guarantee tax concessions, long-term residence, or nationality.
Next Steps
- Obtain the written contract or firm offer and ask the employer which Law 14/2013 category it will use.
- Compare the role, qualification level, experience, and salary with current UGE requirements and guidance.
- Build detailed evidence of education or at least three years of comparable relevant experience; complete professional recognition where needed.
- Gather passport, criminal-record, health-coverage, and family documents, checking legalization and translation rules.
- Submit electronically to UGE-CE through the employer, applicant, or authorized representative.
- If applying from abroad, follow the responsible Spanish consulate's visa step after authorization.
- Check UGE requirements before any material employer or role change, and preserve employment evidence for renewal.
