Summary
Italia Startup Visa lets non-EU founders establish or join a qualifying innovative startup in Italy. It requires committee approval and at least €50,000 dedicated to the business. You can show available funding before transferring it into an Italian company account.
The route uses the self-employment quota: innovative startups share 500 places with other specified business and professional categories each year in 2026–2028.
-
Confirm the innovative-startup definition and quota Prepare the founder, project, market, team, and incorporation plan.
-
Document the dedicated business funding Use the program’s accepted evidence and obtain the required nulla osta.
-
Apply for the visa and complete company setup After entry, obtain the permit, register the business, and retain renewal evidence.
Italia Startup Visa differs from the Investor Visa’s startup-investment option.
Eligibility
The project needs a concrete business model and a credible route to the legal innovative-startup requirements. A conventional shop, restaurant, ordinary consultancy, property activity, or generic plan to be self-employed is not an innovative startup merely because it uses software.
The committee application normally includes the official form, founder identity and professional history, a detailed project description, market and financial plan, evidence of the €50,000 or more, and declarations required by the program. Committee clearance is a startup nulla osta; the consulate still assesses the national visa.
The program is currently suspended for Russian and Belarusian citizens under the official MIMIT notice. Applicants should check the program site for any later change before preparing a file.
What This Route Allows
After the startup visa and entry, the founder applies for a self-employment residence permit. The initial permit is generally one year, not two. A two-year renewal may be available after the Italian company has been incorporated, registered in the innovative-startup section, and continues to meet the immigration and business conditions.
The permit authorizes the approved startup activity. Family and later EU long-term residence are governed by separate rules; neither follows automatically from committee approval.
What This Route Is Not
This is not the Investor Visa's €250,000 startup investment option. The Investor Visa is for investing in an innovative startup; Italia Startup Visa is for a founder who will actively build the business.
It is also not an endorsement that the startup will succeed, a substitute for company and tax compliance, or a waiver of the €50,000 evidence. An incubator relationship may strengthen a project but should not be described as eliminating the financial requirement unless the current official program expressly accepts the proposed evidence.
Next Steps
- Check the current self-employment quota and test the company against the Article 25 innovative-startup definition.
- Prepare a specific project, market, team, budget, and incorporation plan.
- Assemble evidence of at least €50,000 dedicated to the project and trace its lawful source.
- Submit the official Italia Startup Visa committee application.
- After the nulla osta, apply for the national self-employment visa at the consulate responsible for the application.
- Enter Italy, request the one-year permit, incorporate and register the company, and preserve evidence for the two-year renewal.
