Summary

Saint Lucia’s National Economic Fund offers a contribution-based way for eligible applicants and their families to seek citizenship. The nonrefundable USD $240,000 contribution covers a principal applicant with up to three qualifying dependents. Processing and background-check costs are additional. The principal applicant must declare at least USD $350,000 in financial resources, complete background checks and the interview process, and obtain Board approval.

For families larger than four, the program lists an extra USD $10,000 per dependent under 18 and USD $20,000 per dependent over 18. Its published wording does not assign dependents who are exactly 18 to either group, so get a written CIU-authorized quote. Processing, background-check, agent, document, banking, certificate, and passport costs are additional.

Official review comes before the contribution payment stage
  1. Price the exact family application Confirm dependent eligibility, age bands, contribution, and every additional fee.
  2. File through an authorized agent Prepare the required background, identity, and lawful-funds evidence.
  3. Follow payment, oath, and registration instructions Make the contribution only at the official instructed stage and apply separately for passports.

The NEF contribution is non-refundable and creates no investment asset or resale value.

Eligibility

The main applicant must be at least 18 and must be able to make the required NEF contribution from a lawful, documented source. The applicant must also pay all fees and make the USD $350,000 financial-resources declaration required by the 2026 regulations.

The current published processing fee is USD $2,000 for the main applicant and USD $1,000 for each qualifying dependent. Due diligence under the 2026 regulations is USD $8,000 for the main applicant and USD $5,000 for each dependent over 16. The family-size contribution supplements apply only after the first four people covered by the USD $240,000 contribution. Ask an authorized agent for a line-by-line quote instead of assuming that USD $240,000 is the complete cost.

Applicants provide identity and civil-status documents, health certificates, relevant police certificates, a banker's reference, financial and source-of-funds evidence, and proof of the proposed contribution. The main applicant must complete the CIU's interview and identity-verification process. Successful applicants must provide biometrics.

The law requires refusal for materially false information, a criminal conviction other than a minor traffic offense, an ongoing criminal investigation, a national-security risk, likely disrepute to Saint Lucia, or an unresolved visa refusal by a visa-free partner country. A prior denial by another Organization of Eastern Caribbean States citizenship-by-investment program may also be considered. Full disclosure is important: trying to hide an issue can itself create a refusal or later revocation risk.

The amended qualifying-dependent categories are:

Current law no longer supports older summaries that list grandparents or a sibling of the applicant's spouse. Family relationships and support must be documented where the category requires it.

The 2025 amendment introduced residency and genuine-link requirements for applicants and dependents, effective from 1 January 2026, as prescribed under the program. The public program page does not state a universal minimum visit in days. Older “never visit Saint Lucia” claims should not be treated as current legal advice. Have the authorized agent identify the requirement applicable to the intended application date.

The EU is seeking a regional phase-out of investor citizenship

Current official stage: Revised EU mechanism in force; regional phase-out request confirmed in Saint Lucia’s September 24 statement

Saint Lucia’s government confirms a Commission request for Eastern Caribbean CBI programs to end by June 2028. This places Saint Lucia’s program within the regional discussions. The request alone neither closes the program nor suspends EU visa-free travel; any resulting national or EU legal measure must be assessed separately.

Timing: Saint Lucia’s September 24, 2026 statement describes a June 2028 regional phase-out request and continuing dialogue. Antigua and Barbuda’s earlier account specifies June 1, 2028 for its program and a planned December 2026 Commission report. These are requested milestones, not enacted national closure dates.

What This Route Allows

If the CIU approves the application, the contribution is completed as directed, and the oath and registration steps are satisfied, each approved person receives a certificate of registration as a Saint Lucian citizen. A passport is applied for separately after citizenship is documented.

Citizenship allows an approved person to live in Saint Lucia without a separate residence permit and to seek the documents and services available to citizens under the applicable rules. Eligible dependents can be included in the same case rather than each making a separate USD $240,000 contribution, although additional contributions and fees may apply.

Unlike the bond and real-estate routes, the NEF contribution has no asset to hold for five years. Once paid as a qualifying contribution, it is not returned.

What This Route Is Not

The NEF contribution is not an investment account, loan, or refundable deposit. There is no principal, interest, property, or resale value to recover. It is also not an all-in price: due diligence and the other charges remain payable.

Meeting the financial threshold does not guarantee approval or a place under the annual ceiling. An agent's acceptance of a retainer is not CIU approval, and a contribution should be made only through the official process at the stage directed by the program.

Saint Lucian citizenship does not guarantee entry to any other country, tax residence, banking access, or relief from another country's tax, reporting, military-service, or citizenship laws. Visa policies change. Applicants should obtain advice for every nationality and residence country that affects them.

Next Steps

  1. Review the CIU's current investment page and legislation page for current requirements.
  2. Select an agent from the CIU's authorized-agent list; applicants cannot file directly.
  3. Get a written family quote showing the USD $240,000 contribution, any additional-dependent amount, processing and background-check fees, agent charges, and document and passport costs.
  4. Ask the agent to confirm the current residency or genuine-link requirement and whether each proposed relative fits the amended dependent definition.
  5. Prepare civil records, police certificates, medical certificates, bank references, and a clear source-of-funds trail.
  6. Disclose visa refusals, investigations, convictions, prior CBI applications, sanctions exposure, name variations, and complex business ownership before applying.
  7. Submit through the authorized agent and complete the principal interview and any identity or biometric appointment.
  8. Wait for the official payment instruction or approval-in-principle stage before sending the contribution.
  9. After the oath and registration, keep the citizenship certificate safely and make a separate passport application.
