Luxembourg Seasonal Worker Residence Permit

Luxembourg Residency
Pathway overview

At a glance

Non-EU citizens may apply to work in Luxembourg in an approved seasonal job, such as work that returns at the same time each year. The permit allows no more than five months in any twelve-month period.

Job
Temporary seasonal employment
Requirements
Seasonal contract and residence authorization
Recruitment
Employer declaration to ADEM and the required three-week local recruitment process

Summary

Foreign seasonal workers can seek temporary permission to live and work in Luxembourg in recognized activities such as specified harvesting, tourism, hospitality, and transport roles. The employer must complete the ADEM recruitment process and provide a seasonal contract, with housing and personal records included in the application.

The approved work cannot exceed five months in a rolling twelve-month period. Signing another contract does not reset that cap or turn the permit into ordinary year-round employment. The authorization remains linked to the seasonal activity and the appropriate pre-entry process.

Eligibility

Recognized seasonal activities include:

The employer must declare the vacancy to ADEM. If it is not filled by a registered candidate within 3 weeks, the employer can request the certificate authorizing a worker from outside the EU. The application needs that original certificate, a dated seasonal contract, passport and background records, qualifications where relevant and proof of suitable housing or that it will be provided. The housing proof exception for a worker previously admitted as a seasonal worker within the past 5 years does not remove the need for lawful housing.

Temporary authorization must normally be obtained before travel. After arrival, the worker declares arrival within 3 days, completes the medical check and applies for the residence card. Guichet.lu lists an €80 fee.

Seasonal activity and a limited stay
  1. Recognized seasonal job Check the official activity list and employer's vacancy process.
  2. Time limit Count seasonal residence within the relevant twelve-month window.
  3. Pre-travel authorization Prepare the contract and housing evidence, then complete arrival required steps.

The route is capped at five months in any twelve months and does not cover general employment.

What This Route Allows

The card authorizes only the approved seasonal activity and cannot cover more than 5 months in a rolling 12-month period. It may be renewed several times with the same employer while the overall cap remains available. If changing employer, the permit may be renewed only once.

Luxembourg employment law, social-security registration and the applicable indexed wage and working conditions apply during the authorized work.

What This Route Is Not

This is not an ordinary one-year work permit, an open permit or a route that can be extended past 5 months by signing several contracts. After a seasonal permit expires, the holder cannot change its category; another future route must be planned and applied for under its own rules.

Seasonal-worker status is excluded from EU long-term resident qualification. It is not designed to establish the stable sponsor status normally needed for family reunification.

Next Steps

  1. Confirm that the job falls on the official seasonal-activity list.
  2. Calculate all seasonal residence in the relevant 12-month window.
  3. Have the employer complete the ADEM vacancy and certificate process.
  4. Put the dates, work, pay, hours and housing arrangements in a signed contract and evidence file.
  5. Obtain temporary authorization before travel and complete the arrival, medical and card steps.
  6. Do not accept work outside the authorized activity, employer-change rules or 5-month cap.
