Summary
Independent professionals and business operators can seek residence in Luxembourg for a funded, viable activity serving a local economic, social, or cultural interest. The applicant needs the appropriate qualifications and preliminary licensing approval and must explain why day-to-day management requires their presence in Luxembourg.
A detailed business and financing plan supports the case; a takeover also requires three years of the business's accounts. A shell company or activity fully manageable abroad may fail the underlying test. Immigration permission remains separate from final business licensing, professional recognition and tax or social-security duties.
-
Define the regulated activity Identify the business permit, professional registration, or other license required.
-
Obtain the relevant preliminary agreement Secure the agreement in principle or corresponding licensing decision.
-
Prepare a viable financed project Show its Luxembourg benefit and the need for the applicant's day-to-day presence.
-
Apply before travel Complete temporary authorization and the subsequent residence required steps.
This route assesses a specific active project. General remote work or passive ownership does not establish the same basis.
Eligibility
The applicant must:
- have the qualifications and professional registration needed for the activity;
- meet the legal conditions for the trade, craft, industry or liberal profession;
- obtain the Ministry of the Economy's agreement in principle for a business permit, or the corresponding preliminary approval for another license, accreditation or registration;
- have enough economic resources to carry out the project; and
- show that the project meets a Luxembourg social, cultural or economic interest.
Officials examine economic need, fit with the national or local economy, viability and sustainability, jobs, investment, research, innovation or specialization, and why the applicant must be in Luxembourg to manage the activity daily.
The application normally includes a detailed business and financing plan, proof of project funds, CV and qualifications. A business takeover also requires the target's balance sheets and profit-and-loss accounts for the previous 3 financial years. Passport, background records and the required license approval must also be included.
Temporary authorization is normally obtained before travel. After arrival the applicant declares arrival, completes the medical check and applies for the residence card. Guichet.lu lists an €80 fee.
More about this route
It is a business and professional-activity assessment, not a general freelancer, remote-work or passive-investment visa.
What This Route Allows
The residence card includes authorization for the approved self-employed activity, provided the holder also obtains the required business or professional permit. It is valid for up to 3 years and can be renewed for another period of up to 3 years while the conditions remain met.
Renewal requires evidence that the enterprise is real and compliant, such as social-security affiliation, income and corporate tax filings, accounts and VAT records. Eligible family members can use family reunification. EU long-term resident status may be available after 5 years of qualifying lawful and uninterrupted residence.
What This Route Is Not
This is not permission to work remotely for foreign clients simply because the applicant owns a company, a passive shareholding route or an employee work permit. A shell company, lightly documented freelance plan or project that can be managed entirely from abroad may fail the Luxembourg-interest and presence tests.
Immigration approval also does not replace a business permit, professional recognition, sector license, tax registration or social-security obligations.
