Luxembourg Student Residence Permit
At a glance
If you are a non-EU citizen accepted into a full-time higher-education program in Luxembourg, you may qualify for a student permit. The program must lead to a recognized degree or diploma. You need proof of admission, enough funding, and health insurance.
- Course
- Full-time higher education leading to a recognized degree or diploma
- Living funds
- At least 80% of the current social inclusion income benchmark, with accepted funding for the academic year and return travel
- Other documents
- Health insurance, identity and background records, and parental authorization if under eighteen
Summary
International students can apply to live in Luxembourg for a recognized full-time degree or diploma, with accepted funding for study, living, and return costs. Support can take several documented forms, including scholarships, student funds or eligible sponsorship; admission alone does not establish sufficient resources.
Temporary authorization must be obtained before entry, followed by arrival, medical and residence-card steps. Casual courses and part-time programs do not fit this higher-education category. Later work or long-term residence requires a separate assessment rather than assuming all student time counts in full.
-
Admission and support Obtain qualifying full-time higher-education admission, funding evidence and health insurance.
-
Before travel Authorization before entry Obtain temporary authorization to stay and any required entry visa.
-
After arrival Declare arrival at the commune, complete the medical check and apply for the residence card.
Admission is only one requirement. Student work remains limited, and a later post-study stay requires its own qualifying application.
Eligibility
The applicant must have proof of admission or enrollment in the qualifying full-time course and show monthly resources of at least 80% of the current social inclusion income (REVIS) for living and return travel. The REVIS is indexed, so the current amount must be checked when applying and renewing.
Resources can be shown through a scholarship or student loan, the student's bank records, solvent parental support or the prescribed support undertaking from an eligible Luxembourg sponsor. The official assessment can also count material benefits such as free housing and permitted part-time pay. The evidence should cover at least one academic year and the cost of return travel.
The file also includes a valid passport, criminal-record extract or accepted affidavit, health insurance covering Luxembourg and parental authorization if under 18. Temporary authorization must be obtained before entry; an application made from Luxembourg is inadmissible. After arrival, the student declares arrival within 3 days, completes the medical check and applies for the residence card within 3 months. The card fee is €80.
More about this route
Qualifying institutions are the University of Luxembourg, establishments awarding a BTS advanced-technician certificate and approved private higher-education establishments. A PhD candidate enrolled in a doctoral program is treated as a student for this route.
What This Route Allows
The card is valid for at least one year, or for the shorter study cycle, and can be renewed while enrollment, resources and other conditions continue. Renewal should be requested within the 2 months before expiry.
The student may work outside study time for an average of no more than 15 hours per week over one month. The cap does not apply to work during school holidays, doctoral-program research at a higher-education establishment or approved research institute, or University of Luxembourg assistant contracts. The employer has notification duties. A curriculum-required internship completed while the student permit is valid does not need a separate trainee authorization.
After completing in Luxembourg a diploma leading to a Master's degree or defending a PhD thesis, the student may qualify for the 12-month job-search or business-creation route. A holder who already has an education-related job or concrete business plan may be able to switch directly under the separate graduate procedure.
What This Route Is Not
This is not a permit for a casual course, part-time study or a program that does not lead to the required degree or diploma. Admission alone does not prove sufficient resources or insurance.
It is not an open work permit. Student status itself is excluded while applying for EU long-term resident status, and any later treatment of study periods requires careful analysis rather than assuming all student time counts in full.
Next Steps
- Confirm that the institution and full-time cycle meet the official higher-education definition.
- Obtain the admission or enrollment certificate.
- Calculate 80% of the current indexed REVIS and document at least one academic year's support and return travel.
- Arrange comprehensive health insurance and gather passport, background and any parental-consent records.
- Obtain temporary authorization before entering Luxembourg, then complete the commune, medical and card process.
- Track the 15-hour work average and apply for renewal or a qualifying post-study switch before expiry.
