Summary
Naoero (formerly Nauru) offers citizenship through its Economic and Climate Resilience Citizenship Program. You apply through a licensed agent, undergo background checks, and make a non-refundable contribution to the Treasury Fund after initial approval, called approval in principle. Final government approval and the required oath or formal declaration are still needed.
The ordinary contribution for the main applicant is USD $115,000. The official Program Office currently advertises a USD $25,000 limited-time discount, reducing the main applicant’s contribution to USD $90,000 for applications filed by 31 December 2026. That is not the total price: application, background-check, bank, passport, licensed-agent, certification, translation, and dependent charges are additional. The main applicant must be at least 18. There is no Naoero residence or visit requirement for the citizenship application, and the oath can in some circumstances be taken by video link or before an authorized person outside Naoero. Applications cannot be filed directly; they must go through an agent currently licensed by the Naoero Program Office.

Eligibility
The main applicant must be at least 18, be able to pay the contribution and all fees from lawful funds, provide the required records, and pass the program's eligibility and background-check rules. Family members can be included only if they fit the program's dependent definitions and complete their own required checks.
Background checks and reasons an application may be refused
The official rules require a police certificate from each country of citizenship and each country where an applicant aged 16 or older lived for more than six months during the last ten years. Independent firms, the Program Office, the Naoero Police Force, and the Financial Intelligence Unit conduct checks. The main applicant must attend an interview, virtually or in person; a dependent aged 16 or older may also be interviewed.
The Program Office's current eligibility list excludes, among other cases, a person who:
- has a conviction for an offense punishable by at least 12 months' imprisonment;
- is currently being investigated or has been charged with such an offense;
- has been charged or indicted by the International Criminal Court;
- is listed by Interpol, Europol, or another international crime agency;
- has engaged in terrorism, financing terrorism, or financing the spread of weapons of mass destruction;
- has a child-sexual-offense conviction;
- is subject to targeted UN Security Council financial sanctions, or owns an entity subject to them;
- is a citizen of a country listed under the program's UN Security Council high-risk rule;
- presents a risk to Naoero's national security, public interest, or public health; or
- has specified terrorism, money-laundering, war-crime, crimes-against-humanity, or serious human-rights allegations or investigations.
The program also verifies source of funds and conducts a risk assessment. An unexplained transfer, undisclosed investigation, false statement, incomplete residence history, or mismatch between wealth and income can stop the application even when there is no conviction.
Family members
The official Program Office says a spouse and qualifying children, parents, and siblings can be included. The exact relationship, age, support, custody, and dependency requirements come from the Act and Regulations and should be checked for each person before paying fees.
An adult dependent other than the main applicant’s spouse needs the required sworn statement confirming support. A child under 18 needs court or authority records proving custody or guardianship, and consent from a non-applying parent or guardian where required. Applicants aged 16 or older face background checks and a separate background-check fee.
Current government costs
A benefactor means a person funding the application. Extra checks and fees apply when someone else supplies the money.
The Program Office currently publishes:
- Contribution: USD $90,000 for the main applicant for qualifying applications filed by 31 December 2026; USD $2,000 for each additional dependent aged 16 or older; and USD $15,000 for each sibling of the main applicant or spouse.
- Application fee: USD $5,000 for the main applicant and USD $2,000 for each eligible dependent.
- Due-diligence fee: USD $6,000 for the main applicant, USD $3,000 for each additional dependent aged 16 or older, and USD $3,000 for a benefactor.
- Bank background-check and transaction charge: USD $1,200 for a main applicant alone, USD $1,700 for a main applicant with up to three dependents, or USD $2,200 with four or more dependents; a benefactor adds USD $1,000.
- Passport fee: USD $500 per passport.
The licensed agent charges an additional advisory fee, and civil records, police checks, medical evidence, translations, certifications, and transfers add cost. The program page says the advertised government amounts and rules can change, so obtain a dated written quotation from a licensed agent and verify it against the live government table.

The reduced contribution is time-limited and excludes mandatory additional fees. Update the pathway, comparison guides, and cost reports together if the official price changes.
Timing: The advertised discount ends December 31, 2026 unless officially extended. This does not announce closure of the citizenship program.
What This Route Allows
If Cabinet approves the case, the contribution and passport fee are paid, and the applicant completes the oath or affirmation, the Minister grants citizenship and the President issues a certificate of citizenship. The applicant can then receive a Naoero passport through the program process.
Citizenship is the national status itself, not a residence permit. The Program Office says citizenship carries no minimum stay or visit requirement and that Naoero recognizes dual citizenship. The other country may have its own loss, disclosure, tax, or passport rules, so retaining another citizenship must be checked on that side too.
The program office describes a typical three-to-four-month process where documents and checks proceed smoothly. That is an estimate, not a deadline. The Regulations provide for detailed verification, recommendations, Registrar review, Cabinet decision, and outcomes that may be approved, refused, or delayed for cause.
What This Route Is Not
This route is not:
- a USD $90,000 all-in purchase;
- a real-estate investment or residence-first visa;
- automatic approval after paying money;
- available through an unlicensed intermediary or direct self-filing;
- a way around criminal, sanctions, source-of-funds, security, or public-interest checks;
- a guarantee that every relative can be added as a dependent;
- a guarantee of a decision within three or four months; or
- a guarantee of entry without a visa to any particular country.
Visa-free arrangements can change and border officers retain their normal powers. Check the destination government's current rules before travel rather than relying on a marketing count.
The contribution is made after approval in principle, according to the official process. Initial application and background-check charges are paid earlier and may be non-refundable. Applicants should not send the Treasury contribution to a marketer's private account or pay someone who is absent from the official licensed-agent list.
Next Steps
- Confirm the limited offer is still live. Check the official contribution page and the RONLAW extension notice before relying on the USD $90,000 amount or the 31 December 2026 filing deadline.
- Use the official agent register. Choose an agent currently listed by the Naoero Program Office and verify the exact legal entity, contact details, license status, client-account arrangements, and agent fee.
- Request a complete family quotation. Include every contribution, application, background-check, bank, benefactor, passport, agent, document, translation, certification, and transfer cost.
- Check every applicant’s background before applying. Review residence and citizenship history, police certificates, pending investigations, sanctions exposure, business ownership, source of wealth, source of funds, public roles, and adverse media before applying.
- Gather the official family and identity records. Gather passports, birth and marriage certificates, custody or consent orders, dependency evidence, support affidavits, medical information, and officially certified English translations.
- Submit only through the licensed agent. The agent sends the signed forms, certified records, undertaking, and initial fees to the Program Office.
- Attend and cooperate with background checks. The main applicant must complete the interview, and applicants must answer additional document requests fully and accurately.
- Pay the contribution only on formal instructions. After approval in principle, the Regulations require the agent to instruct payment of the contribution and passport fees within the stated period, currently 30 days from the approval-in-principle letter.
- Complete the oath and passport steps. Follow the approved in-person, video, notarial, or other authorized oath procedure, then receive the certificate and complete passport issuance.
