Eligible employers include companies and certain technology centers or research laboratories.

Yes (certified company)
Qualifications
A qualifying degree, or a qualifying tertiary qualification plus five years of specialized experience
Contract and pay
At least 12 months and the program's pay floor of 2.5 times the Social Support Index

Summary

Tech Visa helps highly qualified people from outside the EU, EEA, and Switzerland move to Portugal for work with certified companies or eligible research organizations. The employer's responsibility statement supports the worker's application; employment at an ordinary technology company is not enough.

Applicants must meet the program's education or experience rules and have language skills suitable for the job. The employer also needs to check the contract length and current salary calculation with IAPMEI, the agency that runs the program. Certification does not remove professional licensing requirements or guarantee residence approval.

Employer certification supports the immigration application
  1. Verify the organization’s IAPMEI certification Confirm that it can use the Tech Visa channel for the offered role.
  2. Check the worker and contract requirements Document qualifications, experience, language, duration, and applicable pay.
  3. Obtain the responsibility statement and apply The certified employer issues the statement; consular or AIMA authorities decide the application.

The responsibility statement is supporting evidence, not immigration approval. This is distinct from the founder Startup Visa route.

Eligibility

EEA means the EU countries plus Iceland, Liechtenstein, and Norway.

The candidate must be at least 18, not be an EU, EEA, or Swiss citizen or permanently resident in the EU, have no disqualifying criminal record, and have regular tax and social-security status where applicable. The certified organization must select the candidate and issue a valid responsibility statement.

The worker must have a qualification at least at ISCED 2011 level 6, or an ISCED level 5 tertiary qualification together with five years of exceptional specialized technical experience. The worker must also have Portuguese, English, French, or Spanish ability suitable for the duties.

The work or service relationship must last at least 12 months and meet the program's current pay floor of 2.5 times the Social Support Index (IAS). Because IAS changes and official material describes how it applies to the contract, the employer should obtain IAPMEI's current euro calculation before signing and filing.

More about this route

The resulting Article 90 highly qualified residence permit is normally valid for two years and renewable for three-year periods. Tech Visa is a facilitated evidence channel; consular and AIMA authorities still decide the immigration application.

What This Route Allows

The permit allows residence and the certified highly qualified activity in Portugal. A material employer or role change can affect the basis for the permit; confirm the new arrangement with AIMA and IAPMEI rather than assuming the original responsibility statement follows the worker.

As an Article 90 holder, the worker is exempt from the ordinary two-year family-reunification waiting period. Family members must still meet the relationship, documentation, housing, support, and procedural rules.

Qualifying legal residence may support later permanent residence or EU long-term-resident status, or nationality under the separate law then in force. Short Schengen travel is permitted, but the permit is not EU-wide work authorization.

What This Route Is Not

It is not Startup Visa, which is for founders developing an incubated innovative project. It is not an open application to any technology company: only organizations with current IAPMEI certification can issue the required responsibility statement.

It is not a tax program, a guarantee of immigration approval, or proof that every role at a certified company is highly qualified. It also does not eliminate Portuguese professional-recognition rules for a regulated occupation.

Next Steps

  1. Verify the prospective organization on IAPMEI's current certified-employer list.
  2. Confirm the role, qualification level, experience, language, 12-month minimum, and current 2.5-IAS pay calculation.
  3. Have the certified organization issue and validate the IAPMEI responsibility statement.
  4. Complete any regulated-profession recognition and prepare the general visa or permit documents.
  5. Apply through the correct consular or AIMA channel; do not treat the responsibility statement as an approval.
  6. Preserve the contract, pay, tax, social-security, qualification, and employer-certification evidence for renewal and report material changes.
