Singapore Citizenship by Residence or Family

Singapore Citizenship
Pathway overview

At a glance

Singapore citizenship is available by application to defined groups, including qualifying permanent residents and family members of citizens. ICA decides each case, and approval requires further steps, including nationality and National Service checks where relevant.

Standard adult category
Age 21 or older with at least two years of permanent residence
Decision
ICA considers the whole case; no automatic approval at the minimum period
Other citizenship
Adults generally must give up other nationality

Summary

Singapore accepts citizenship applications from several defined groups, including permanent residents and certain family members of citizens. The familiar two years as a permanent resident rule is one application category, not a promise of citizenship.

The Immigration & Checkpoints Authority (ICA) considers family ties, contributions, qualifications, age, family circumstances, length of residence, integration, and commitment to life in Singapore. Adult applicants must also plan for the rules on giving up other citizenship, and male applicants must check National Service obligations.

Eligibility

Choose the category that fits

Category Main conditions
Adult permanent resident Age 21 or older and permanent residence for at least two years; may include a permanent-resident spouse and qualifying unmarried children under 21
Spouse of a citizen At least two years as a permanent resident and two years married to the citizen, who sponsors the application
Child of a citizen Unmarried and under 21, born within a legal marriage to, or legally adopted by, a citizen parent who sponsors the application
Permanent-resident student More than three years living in Singapore, including at least one year as a permanent resident, plus a listed national exam—PSLE or GCE N, O, or A levels—or enrollment in the Integrated Programme
Aged parent of a citizen A permanent-resident aged parent sponsored by a citizen child aged 21 or older

Meeting a category means you can seek assessment, not that ICA must approve you. Accurately describe your actual residence, family, work or other contribution, and long-term plans.

Application and documents

Adult permanent residents normally apply through Singpass. Citizen spouses or parents use ICA’s service to sponsor the relevant applicant. Students aged 15 or older generally use Singpass; ICA provides a separate process for younger students.

The checklist can include identity and travel documents, permanent-residence and Re-Entry Permit records, family and civil-status documents, education, employment, tax and income records, and sponsor evidence. Obtain certified true copies and accepted English translations where required. ICA can ask for more information.

Steps after initial approval

Successful applicants aged 16–60 must complete the Singapore Citizenship Journey, a program preparing them for citizenship, before the final grant.

Adults generally cannot keep another nationality when becoming Singapore citizens. Check ICA’s required renunciation and oath steps and the other country’s law before committing to the application. Giving up another citizenship can affect rights to travel, live, vote, own property, receive consular help, or pass nationality to family members.

National Service

Male citizens and permanent residents are liable for National Service unless exempt. Those granted citizenship or permanent residence as foreign students or through a parent must register at 16½, with enlistment scheduled from 18.

Renunciation may be withheld where National Service obligations remain outstanding. Failing to meet those obligations can affect future Singapore immigration arrangements for the person and family. Review the official position before applying or changing nationality.

Applying for Singapore citizenship
  1. Confirm your application category Check the exact permanent-residence, family, age, or study requirements.
  2. Prepare evidence and assess obligations Review other citizenship and National Service before applying to ICA.
  3. Complete all steps after initial approval Citizenship follows the final grant, not the initial approval alone.

The two-year permanent-residence rule is a filing threshold for certain categories, not an automatic entitlement.

What This Route Allows

After final approval and completion of all required steps, you become a Singapore citizen. You can obtain the citizenship certificate and apply separately for identity and passport documents.

Citizens can live and work in Singapore without a work pass or Re-Entry Permit, and take on the legal and civic duties of citizenship. Family members become citizens only if properly included or approved under their own qualifying applications.

What This Route Is Not

Citizenship is not automatic after two years of permanent residence, a two-year marriage alone, or reaching a published points score. Temporary workers must first fit an eligible ICA category.

Initial approval is not the final grant. Keep permanent residence and any required Re-Entry Permit valid while waiting, unless ICA gives you specific instructions otherwise. Citizenship through an overseas-born child’s parent is a separate process.

Next Steps

  1. Identify the exact ICA category and document the relevant age, permanent-residence date, marriage, study history, exams, or family relationship.
  2. Review National Service and other-nationality consequences before filing.
  3. Gather the current checklist’s records, certified copies, translations, and sponsor details. Make sure everyone included can review and declare their information using the required access.
  4. Apply through ICA and monitor email and MyICA. ICA gives a general processing period of up to 12 months, with some cases taking longer.
  5. If initially approved, complete the Citizenship Journey and required renunciation, oath, registration, and identity-document steps before treating citizenship as granted.
