Summary
Singapore’s S Pass lets skilled foreign employees work in an approved job, including technical and associate-professional roles. Your employer or its appointed agent applies for you.
Three checks matter: your fixed monthly salary, the employer’s available S Pass quota, and its ability to meet duties such as the monthly foreign-worker levy and medical insurance.
Eligibility
Salary depends on age, industry, and date
You need a real Singapore job offer. The minimum is based on your own fixed monthly salary, not bonuses or household income. It rises with age.
| New application date | Outside financial services | Financial services |
|---|---|---|
| September 1, 2025–December 31, 2026 | SGD 3,300 at age 23 or younger, rising to SGD 4,800 at age 45 or older | SGD 3,800, rising to SGD 5,650 |
| From January 1, 2027 | SGD 3,600, rising to SGD 5,100 | SGD 4,000, rising to SGD 5,650 |
Renewals follow a separate transition table. Ask the employer to check the Ministry of Manpower (MOM) table for your exact age, sector, and application or renewal date.
Qualifications and employer capacity
Declaring qualifications is optional under MOM’s current S Pass rules; there is no universal requirement for a degree, diploma, or technical certificate. If the employer declares a qualification, it must be authentic and from an accredited institution. Education and experience can still matter for the actual job and overall assessment.
The employer must have space under its S Pass quota:
- Services: S Pass holders can be up to 10% of the total workforce.
- Construction, manufacturing, marine shipyard, and process sectors: up to 15%.
The calculation depends on sector classification, qualifying local employees, payroll contribution records, and Local Qualifying Salary rules. These S Pass limits are separate from the wider sector limits on foreign workers. Check the employer’s current balance rather than an old calculation.
Costs and hiring duties belong to the employer
Since September 1, 2025, the S Pass levy is SGD 650 per month across sectors and levy tiers. The employer pays it; deducting it from your salary does not satisfy that duty.
The employer must arrange the required medical insurance. A Primary Care Plan is also required for specified workers in larger dormitories or in construction, marine shipyard, and process sectors.
The employer must complete any required MyCareersFuture advertisement and fair-consideration process. MOM’s Self-Assessment Tool helps check eligibility but is not an approval.
-
Check the job and exact salary threshold Use your age, industry, and application or renewal date.
-
Confirm employer capacity and duties Check the current quota, levy, insurance, and hiring requirements.
-
Complete the employer’s application Start only when authorized and seek a new pass before changing employers.
A job offer and qualifying salary are not enough without the employer’s quota capacity and other requirements.
S Pass salary floors rise on 1 January 2027
S Pass salary floors rise on 1 January 2027
For new applications, the starting monthly floor rises from SGD 3,300 to SGD 3,600 outside financial services and from SGD 3,800 to SGD 4,000 in financial services, with age adjustments. The new table applies to renewals of passes expiring from 1 January 2028.
Timing: The new salary tables apply to new applications from 1 January 2027. They apply to renewals of passes expiring from 1 January 2028. Until the relevant date, the current table continues to apply.
What This Route Allows
An initial pass can last up to two years, and a renewal up to three years. Passport validity can shorten the approved period. You can live in Singapore and work for the named employer in the approved job.
If your own fixed monthly salary is at least SGD 6,000, your legally married spouse and unmarried children under 21 may qualify for separate Dependant's Pass applications. Household income cannot be combined to reach that figure, and dependents need the relevant separate permission to work.
S Pass holders can separately apply to ICA for permanent residence. ICA considers the whole case; there is no automatic conversion or fixed approval timetable.
What This Route Is Not
You cannot apply without an employer, take the pass to another employer, work for several employers under one S Pass, or use it as general permission to run a separate business. A new employer needs a new work-pass application before you start the new job.
This is a different pass from the Employment Pass, with its own salary and employer requirements. It is temporary work residence, not permanent residence or citizenship.
Next Steps
- Confirm the offer and have the employer check your exact salary threshold, current quota, and MOM Self-Assessment Tool result.
- Confirm the levy, insurance, any Primary Care Plan, and required job advertisement before filing.
- Prepare passport, job, and salary records, plus any qualifications the employer declares. Complete approval, medical, and issuance steps before starting work.
- Before renewal or a job change, recheck salary transition rules and the employer’s quota and duties. Assess family and permanent-residence applications separately.
