An authorized Vietnamese organization must propose you under a listed category for official approval
Priority visa option
UĐ1 requires formal recognition under a specific legal priority category
Qualifying profiles
Listed scientists, business leaders, investors, artists, athletes, invited guests, or specifically recognized digital-industry professionals; the exact category must be proved

Summary

Vietnam offers a special visa-exemption card and UĐ1 priority status for defined groups of highly qualified or recognized applicants, each with its own official approval requirements. A Decree 221 card requires a notification or request from an authorized Vietnamese body or eligible organization and a category-specific Appendix I criterion. High-quality digital-industry personnel must meet the detailed criteria in Decree 353/2025 and produce the official supporting status documents for UĐ1. The special card may be valid for up to five years and normally grants 90 days of temporary stay per entry.

UĐ1 visas may be valid for up to five years. Although the immigration law's category ceiling for a UĐ1 Temporary Residence Card is ten years, the digital-industry program itself provides a five-year renewable residence card. Qualifying high-quality digital-industry personnel are within a legal work-permit exemption, but the supporting status and current exemption procedure still must be completed; a Decree 221 card alone is not work authorization.

Could this pathway work for you?

Eligibility

Special visa-exemption card: an authorized organization must propose you

Under Decree 221/2025, you must fit a listed special group and meet its detailed criteria. An organization authorized by the decree must propose you, and the Ministry of Public Security must approve and issue the electronic or chip-based card.

Evidence differs by group. A scientist may need publications, institutional standing, and proposed-work evidence; business leaders, investors, artists, athletes, or invited guests have different tests and proposing organizations. General seniority, pay, awards, or online recognition do not replace the exact criteria.

The card can last up to five years, ending at least 30 days before passport expiry. It permits multiple entries, normally for up to 90 days each, rather than five continuous years of residence.

UĐ1: formal recognition under a specific priority category

For digital-industry applicants, recognition must follow the Digital Technology Industry Law and implementing rules, including Decree 353. The evidence groups include qualifying:

Each has detailed tests. These can concern company size and role, income compared with published per-person GDP, degree date and institution, publications, intellectual property, strategic technology, awards, or contributions to industry programs. Your Vietnamese host should identify the exact provision and evidence, rather than relying on the label “technology professional.”

Other UĐ1 categories must likewise be expressly recognized by the relevant law or National Assembly resolution.

Documents, family, and work

UĐ1 visas and related UĐ2 family visas can last up to five years. Immigration law sets a general ten-year ceiling for their temporary residence cards, while the specific digital-industry benefit is a renewable five-year card. The authority decides the actual document and period; ten years is not automatic.

A spouse and child under 18 can receive corresponding family status, with separate relationship and application evidence.

Qualifying high-level digital-industry personnel may be exempt from a work permit, but must document their official status and complete the current exemption procedure. A special visa-exemption card by itself does not authorize work. The host, planned activity, immigration category, and any work permission must fit together.

Checking Vietnam’s special talent-related options
  1. Identify the exact special category Have the Vietnamese host confirm the legal basis and authorized proposing body.
  2. Prove the required recognition or achievements Use the evidence for your actual group and intended activity.
  3. Obtain the correct entry, residence, and work documents Separate repeated visits from residence and document any work exemption.

The special entry card and UĐ1 residence are different processes; neither is a general self-sponsored talent visa.

What This Route Allows

The special card supports repeated visa-free visits for the approved purpose, normally up to 90 days per entry.

UĐ1 can support priority visas and temporary residence after formal recognition. Qualifying digital-industry professionals can receive the renewable five-year card and applicable work-permit exemption, with related family permission.

Work and projects are permitted only to the extent covered by the relevant status, host relationship, and activity rules. Professional licensing, employment, tax, and sector requirements still apply.

What This Route Is Not

You cannot simply nominate yourself based on a strong resume or high salary. The special card needs an authorized proposal; UĐ1 needs an officially recognized legal category.

The special card is not a residence card or work permit. UĐ1 is also distinct from the ordinary immigration status for a worker exempt from a work permit.

Neither automatically leads to permanent residence or citizenship. Permanent residence has separately listed legal categories, and naturalization has its own application and Presidential decision. If your evidence is ordinary expert education and experience, use the work-permit or work-permit-exemption pathway.

Next Steps

  1. Ask the Vietnamese host which of the two processes it supports and which exact legal category you meet.
  2. Gather that category’s required evidence and identify the organization authorized to propose or confirm you.
  3. Confirm whether you need repeated visits or residence, then obtain the appropriate work authorization or documented exemption.
  4. Prepare separate family records and confirm current forms, electronic filing, passport-validity, and issuing-authority instructions with the Ministry of Public Security.
