Summary

If you are a non-EU citizen joining an EU-recognized voluntary service program, you may qualify for Belgian volunteer residence. You need an eligible host, a written agreement, financial support, housing, and insurance. Ordinary volunteering outside the recognized program does not meet this route's starting requirement.

The host organization applies to the responsible Belgian region. The application combines work authorization and residence authorization: the region assesses the activity and the Immigration Office assesses residence. The volunteer normally must be outside the EU when the initial application is filed, unless they already hold a valid Belgian long-stay authorization that permits an in-country filing.

The authorization lasts only for the voluntary service scheme, up to 12 months, and is not renewable.

A host-led volunteer application
  1. Recognized scheme Confirm an EU-recognized placement and Belgian host.
  2. Written safeguards Agree on activities, resources, housing, insurance, and return arrangements.
  3. Host files regionally The organization submits the combined authorization application.

This route is limited to recognized voluntary service schemes.

Eligibility

A complete case generally requires:

Documents outside German, English, French, or Dutch must be accompanied by a legalized translation into one of those languages under the official guidance.

What This Route Allows

Approval lets the person live in Belgium and carry out the voluntary service described in the approved agreement. After arrival, the volunteer registers with the commune, generally within eight working days. Annex 49 can allow the approved service to begin while the A card is produced after a positive address check.

The authorities have up to 90 days to decide a complete application, so the organization should file at least 90 days before the intended start where possible.

What This Route Is Not

This is not a general residence permission for unpaid work, casual volunteering, a self-designed gap year, or employment dressed up as volunteering. The EU-recognized scheme and responsible Belgian organization are essential.

It is not renewable and does not itself create a post-program job or residence right. At the end of the scheme, the volunteer must leave unless another status has been lawfully approved.

Next Steps

  1. Ask the Belgian organization to identify the EU-recognized scheme and the region responsible for the application.
  2. Review the volunteer agreement for dates, activities, supervision, resources, housing, insurance, and return arrangements.
  3. Decide whether resources will be shown personally or through an official guarantee.
  4. Obtain the passport, medical certificate, recent criminal record, housing evidence, and required translations.
  5. Have the organization file the complete application at least 90 days before the desired start.
  6. After approval, obtain the D visa if applying from abroad and register with the commune after arrival.
  7. Plan departure before the nonrenewable authorization ends.
