Summary
Belize’s Qualified Retirement Program lets accepted applicants live there using foreign retirement income, without relying on a local job. An applicant aged forty or older must document the monthly or annual income threshold and commit to at least thirty consecutive days in Belize each year. The program’s nationality and dependent rules also need to be met.
The accepted income sources include more than pensions: savings, investments, inheritance, and other listed retirement sources may qualify with the right evidence. Cards are renewed annually. QRP is separate from permanent residence and ends if you obtain Belize permanent residence or citizenship.

Before applying Check age, nationality and foreign income Match the applicant to the current QRP criteria and document an accepted income source.
-
Application and designation Complete the deposit undertaking and clearance Use the required Belize financial-institution arrangements and obtain program approval.
-
Each program year Maintain the annual requirements Renew the cards, meet the required deposits and spend at least 30 consecutive days in Belize annually.
QRP is not ordinary permanent residence or local-employment permission. The annual presence minimum does not by itself start or satisfy the citizenship residence rules.
Eligibility
The main applicant must meet all of these current requirements:
- be at least 40 years old;
- be from a qualifying country;
- be the person entitled to receive at least USD $2,000 monthly or USD $24,000 annually in accepted retirement income generated outside Belize;
- receive or document the funds in an approved foreign currency: US dollars, pounds sterling, euros, or Canadian dollars;
- sign the written undertaking to deposit the required amount in a Belize bank, credit union, or other licensed financial institution;
- pass the Ministry of National Security clearance; and
- be able to remain in Belize for at least 30 consecutive days annually.
The Tourism Board currently lists all Commonwealth countries except Belize, the United States, EU member states, specified Asia-Pacific countries, and all South American countries. Do not assume that residence in one of these countries is enough; confirm that the main applicant's nationality fits the official list.
The Tourism Board lists a spouse and children under 18 as dependents. Each dependent needs their own application information and supporting documents. A child aged 18 or older should not be treated as included without written confirmation of another applicable category.
Evidence
The current application package includes:
- a completed application for the main applicant and each dependent;
- certified or notarized birth and marriage records as applicable;
- a police record no more than six months old from the last country of residence for each applicant and dependent;
- a certified or notarized copy of the complete valid passport, including blank pages;
- documentary proof that the main applicant receives the qualifying retirement income;
- original or certified financial statements showing receipt of that income;
- the signed undertaking to deposit the funds with a licensed Belize institution;
- a physical medical examination and HIV result no more than three months old for each person; and
- two current passport photographs for each person in the certification format the Tourism Board specifies.
You must pass the security review and have your documents accepted. A savings balance or inheritance mentioned on a form is not enough unless the evidence shows that the qualifying retirement income belongs to the applicant and satisfies the required deposit undertaking.
Fees and annual maintenance
The Tourism Board currently lists all fees in US dollars and says they are non-refundable:
- USD $150 application-program fee per application;
- USD $1,000 final fee for the main applicant;
- USD $750 final fee per dependent;
- USD $200 for each QRP ID card; and
- USD $25 for each annual card renewal.
For renewal, the published list includes a completed application, certified full passport copies, an annual statement from a licensed Belize financial institution, and two photographs for each person. The QRP card works as evidence of immigration status inside Belize, but it must be used with the person's national passport at border crossings.
What This Route Allows
While the designation remains valid, the main applicant and approved dependents may enter and remain in Belize and receive renewable QRP Resident Cards. The program also provides statutory tax and import benefits, subject to the Tourism Board and Customs procedures.
The Tourism Board describes exemption from Belize taxes and duties on foreign-source income, capital gains tax, and inheritance tax. It also describes duty and tax relief, for personal use and within the first year, for approved household and personal effects and approved transportation. The 2023 Act allows a replacement approved means of transportation every three years on the terms set by regulation after proper disposal of the previous one; the Tourism Board says a vehicle must be from within the last five model years. Obtain approval before shipping or buying anything and get individual tax advice rather than assuming every receipt or asset is exempt.
QRP work and business rules changed in 2023:
- A main applicant or dependent may operate from Belize where the business activities are mainly outside Belize and conducted exclusively with people who are not resident in Belize.
- A main applicant who wants to carry on business in Belize needs prior Tourism Board approval, a written application and business plan, at least BZD 1 million in investment capital, at least 90 non-consecutive days of residence in Belize, and at least five Belizean employees. Proof of employment is due within 12 months and proof of operation within 18 months. The business pays full duties and taxes and still needs any other license or permit.
- A dependent cannot work or carry on a local Belize business under QRP; the exception for business conducted abroad with nonresident customers is the limited exception published in the amended Act.
What This Route Is Not
QRP is not:
- ordinary Belize permanent residence;
- a citizenship-by-investment or citizenship-by-retirement program;
- available to a person under 40;
- available to every nationality;
- based on any USD $24,000 balance without qualifying income evidence and the Belize deposit undertaking;
- permission for ordinary employment in Belize;
- unrestricted permission to sell services to Belize residents; or
- a permanent card that can be left unrenewed.
The 30-day annual presence rule is a minimum, not proof that QRP time automatically satisfies permanent-residence or citizenship requirements. Ordinary permanent residence has its own one-year legal-residence and 14-total-day absence test. Citizenship through the PR route requires five years holding permanent residence and separate absence limits. If the QRP later obtains Belize PR or citizenship, the 2023 Act ends the QRP designation.
The tax incentives also are not a blanket promise that the person's worldwide structure has no tax obligations. Residence, source, business activity, company management, and another country's rules can all matter.
Next Steps
- Check nationality and age on the live Tourism Board page. Use the exact current country list; do not infer eligibility from a nearby region.
- Check that your income source qualifies. Identify the pension, annuity, social security, savings, investment, inheritance, home-equity, or other retirement source and document at least USD $2,000 monthly or USD $24,000 annually.
- Ask a Belize financial institution about the undertaking. Confirm the account setup, accepted currency, statement format, and transfer evidence before submitting the application.
- Prepare every family member's records. Check passport-copy certification, police-record age, medical and HIV timing, civil records, and photographs against the current checklist.
- Budget the full program cost. Include the application, final, dependent, card, and annual renewal fees, plus certification, medical, police, banking, shipping, and professional costs.
- Plan 30 consecutive days every year. Keep entry and exit evidence and make sure the chosen dates satisfy the annual requirement.
- Get approval before using an incentive. Follow the Tourism Board's procedure before importing effects or transportation or claiming a tax concession.
- Check where your business operates and who its customers are. If any client, customer, employee, or operation is in Belize, obtain Tourism Board and professional advice before treating the work as permitted.
- Compare QRP with permanent residence before committing. If citizenship is the main goal, understand that QRP and the five-year PR registration route are distinct statuses.
