Summary
Italy’s Investor Visa allows an eligible applicant to seek residence through an approved investment or donation, beginning with the program committee’s review of the commitment and its funding. Committee clearance comes before the national visa. Once admitted, the investor must complete the accepted commitment within three months and keep meeting the investment conditions.
The initial permit lasts two years, with three-year renewals while the investment is maintained. Later EU long-term residence requires actual residence and the separate absence, income, and language conditions; simply keeping the investment for five years does not establish all of those requirements.
-
Before pre-approval Choose and document the investment Identify one permitted category and prove lawful ownership and transferability of the funds.
-
Before entry Obtain clearance and the visa Complete the committee nulla osta and consular stages.
-
Within three months after entry Execute the approved investment Request residence and complete the investment within the required period.
-
During residence Maintain the investment Observe the conditions throughout the permit.
The categories are alternatives. Check the program's nationality restrictions, including the stated dual-national restriction, before relying on this sequence.
Eligibility
The applicant must identify the exact recipient or security, prove ownership and lawful transferability of the full funds, provide the prescribed declaration of commitment, and pass the program's due-diligence and immigration entry checks. The investment must remain in place throughout the permit; changing or withdrawing it without approval can end the status.
The official program is currently suspended for Russian and Belarusian citizens. Its official guidance also applies the suspension to a non-EU dual national who holds a Russian or Belarusian passport, so using another passport does not avoid the restriction.
The philanthropic category is a donation, not a recoverable investment. Accepted fields include culture, education, immigration management, scientific research, and preservation of cultural and landscape heritage, subject to the official project's approval.
More about this route
- €2 million in Italian government bonds;
- €500,000 in an Italian limited company;
- €250,000 in an Italian innovative startup; or
- €1 million as a philanthropic donation to an accepted public-interest initiative.
The program does not require the investment before pre-approval. The applicant first documents the commitment and lawful source of funds, obtains a nulla osta and visa, then executes the approved investment within three months after entering Italy.
What This Route Allows
The initial investor residence permit is valid for two years. It can be renewed for three years if the original investment is maintained and the other conditions continue. The permit authorizes both subordinate employment and self-employment.
Qualifying family can use the ordinary family procedures. After five years, EU long-term residence may be possible only if the investor separately meets actual-residence, absence, income, language, and other conditions. Non-EU naturalization generally requires ten years of legal residence and its own requirements.
What This Route Is Not
The lowest euro threshold is not automatically the easiest or safest choice. Each option has different commercial, liquidity, permanence, and due-diligence risks, and the government does not endorse the investment's quality.
The visa is not citizenship and it does not guarantee EU long-term residence without real qualifying residence. A committee nulla osta is also not permission to delay the transfer beyond the three-month deadline.

- Before renewal, document that the original investment and residence conditions remain satisfied.
