- Applicant background
- One of four defined business or family-office profiles
- Business or fund investment
- At least SGD 10 million in a qualifying business, or SGD 25 million in a GIP-selected fund
- Family-office option
- SGD 200 million under management, including SGD 50 million in specified Singapore investments
Summary
Singapore’s Global Investor Programme (GIP) offers a direct permanent-residence application to a small group of established business owners, business-family leaders, fast-growth founders, and family-office principals.
You must first meet a demanding business or investment background requirement, then choose an allowed investment option. Wealth or willingness to invest alone is not enough. Contact Singapore, part of the Economic Development Board (EDB), assesses the case; the Immigration & Checkpoints Authority (ICA) decides permanent residence.
Eligibility
First, qualify under one of four profiles
| Applicant profile | Main requirements |
|---|---|
| Established business owner | At least three years of business experience; currently running an eligible company with at least SGD 200 million annual turnover in the previous year and on average over the previous three years; at least 30% ownership if private, or one of the largest individual shareholders if public |
| Next-generation business owner | Immediate family owns at least 30% or is the largest shareholder; eligible company turnover of at least SGD 500 million in the previous year and on average over the previous three years; you are on its management team, such as senior management or the board |
| Fast-growth founder | You founded and remain one of the largest individual shareholders of a private company valued at least SGD 500 million, backed by reputable venture-capital or private-equity investors, in an eligible industry |
| Family-office principal | At least five years of business, investment, or management experience and SGD 200 million in net investible assets, excluding real estate |
EDB lists eligible industries and detailed evidence rules. Established owners may combine up to two qualifying companies under its rules. Meeting a profile does not guarantee acceptance.
Then, choose an allowed investment
- Option A — business: invest at least SGD 10 million, including qualifying existing paid-up capital, in a new or existing Singapore business and provide the required business plan.
- Option B — fund: invest SGD 25 million in a fund selected by EDB for GIP.
- Option C — family office: establish a Singapore single-family office with at least SGD 200 million under management, transfer at least SGD 50 million into Singapore, and invest and maintain that amount in the specified qualifying investments.
The first three applicant profiles can choose A, B, or C. Family-office principals can choose only C.
Prepare audited accounts, company and ownership records, valuations, asset and source-of-wealth evidence, the investment plan, identity records, and family documents. Follow EDB’s assessment process and its investment sequence and deadline after initial approval. An independent investment made beforehand does not replace approval.
EDB’s application fee has been SGD 20,000 since May 5, 2025, in addition to the ICA fee identified by EDB.
-
Prove a qualifying business profile Confirm experience, scale, ownership, industry, and source records.
-
Apply with an allowed investment plan Follow EDB’s assessment and approval sequence before completing the required investment.
-
Complete permanent residence and maintain conditions Track economic milestones, residence, and Re-Entry Permit deadlines.
The investment amount is only part of eligibility, and continuing requirements apply after permanent residence is granted.
What This Route Allows
After the required approvals and investment steps, the main applicant receives permanent residence. A spouse and unmarried children under 21 on the application date can be included as dependents.
Parents and unmarried children aged 21 or older cannot be included for GIP permanent residence. EDB says they may instead apply for a Long-Term Visit Pass linked to the main applicant’s Re-Entry Permit.
Travel and continuing conditions
A Re-Entry Permit (REP) protects the relevant right to return as a permanent resident. Its term and renewal depend on the program’s economic and residence requirements. These include the applicable Singapore employment and citizen-workforce commitments for Option A, continued fund investment for Option B, or qualifying assets and additional local family-office professionals for Option C.
Use the current factsheet to track the exact milestones and physical-presence conditions. Apply before your REP expires. Since December 1, 2025, a permanent resident who leaves without a valid REP, or whose REP expires abroad, generally has 180 days to apply for one. Missing that deadline or having the application refused causes loss of permanent-resident status. Do not plan around that recovery period.
Male children who receive permanent residence as dependents are liable for National Service. EDB also warns that a male spouse included as a dependent may be liable. Review each male family member’s position before including them.
What This Route Is Not
GIP is not a general route for wealthy individuals, ordinary profitable businesses, or passive property purchases. For example, SGD 1 million in liquid savings, or even the ability to invest SGD 10 million, does not establish the required business profile.
It does not bypass ownership, valuation, audit, source-of-wealth, public-order, or other checks. It also does not guarantee identical status for every relative or automatic citizenship after two years. Citizenship requires a separate ICA assessment, with adult nationality and National Service rules.
Next Steps
- Identify the exact profile in EDB’s current factsheet and verify turnover, ownership, industry, valuation, assets, and experience using reliable records.
- Choose only an investment option allowed for that profile and prepare consistent business and source-of-funds evidence.
- Review family eligibility and National Service consequences, then submit the official EDB and ICA applications and fees.
- If initially approved, make and document the investment in EDB’s required sequence. After permanent residence is granted, track the investment, business, employment, residence, and REP conditions.
