Italy Residency
Pathway overview

At a glance

Italy's ordinary self-employment visa is limited to specific types of work and a small number of places. For 2026, the Decreto Flussi entry rules allow 500 places for the listed self-employment categories. Being a freelancer or small-business owner alone does not qualify you.

Self-employed applicants with viable Italian-based work

Viable activity, funds, income, lodging, approvals, and the required official clearance

No

Summary

Italy’s ordinary self-employment visa lets eligible applicants live and work there independently, within the listed activity categories and available places under its entry rules. The applicant must show a viable activity, adequate funds and income, lodging, and the required official clearance. Registering a business or finding clients does not remove those category and quota requirements.

Check the open self-employment category before building the visa file
  1. Match the activity to the decree Confirm that the proposed profession, company role, artistic engagement, or enterprise fits a current listed category.
  2. Confirm quota and authorizations Check availability and obtain the category-specific licensing, business, financial, housing, and nulla osta evidence.
  3. Apply for the visa and residence permit Use the consulate responsible for the application’s sequence, then complete the permit procedure after arrival.

An ordinary freelance or small-business plan is not enough unless it fits an available category. Digital-nomad and innovative-startup procedures have different rules.

Could this pathway work for you?

Eligibility

The proposed activity must fit one of the current categories before the ordinary business documents matter. Depending on the category, the applicant may need:

The applicant also needs the authorizations or declarations required to carry out the activity, Chamber of Commerce financial parameters where applicable, adequate housing, a Questura nulla osta, and prior-year income above the legal health-service exemption level. The exact consular sequence depends on the category and documents.

More about this route

For 2026, those categories include certain regulated or nationally represented professionals, qualifying office-holders in specified Italian companies, renowned or highly qualified artists engaged by public or private bodies, and entrepreneurs whose plan involves at least €500,000 of their own resources and creates at least three new jobs in Italy. Innovative-startup founders use a separate application program within this same 500-place allocation.

What This Route Allows

The permit authorizes the approved self-employed activity in Italy. An initial self-employment permit is generally valid for up to two years; current law permits renewals of up to three years while the activity, income, and other requirements continue.

Family reunification and EU long-term residence may be possible later under their separate income, housing, residence, language, and absence rules.

What This Route Is Not

It is not a broad “freelance visa,” and a viable restaurant, shop, consultancy, or ordinary small business does not qualify unless it fits a category actually open in the current decree. Having enough general savings does not create a quota place.

Remote work that is highly qualified and performed through technology may fit the separate digital-nomad/remote-worker route. An innovative startup may fit Italia Startup Visa. Digital nomads are outside the quotas. Italia Startup Visa uses the self-employment quota but has its own committee-review process.

Next Steps

  1. Match the proposed activity word-for-word to a self-employment category in the 2026–2028 decree and circular.
  2. Confirm that a 2026 quota place and filing procedure are available for that category.
  3. Obtain professional recognition, corporate evidence, artistic contract, or the €500,000/three-job entrepreneur plan as applicable.
  4. Obtain the activity authorization, Chamber of Commerce evidence, income proof, housing, and Questura nulla osta.
  5. File the national visa through the consulate responsible for the application and request the permit after arrival.
  6. Keep accounts, tax filings, licenses, and activity records for renewal.
