Luxembourg Citizenship After Residence

Luxembourg Citizenship
Pathway overview

At a glance

You can usually apply for Luxembourg citizenship after five years of legal residence. You must also meet the language requirement and complete the required learning about life and citizenship in Luxembourg. Other conditions apply, including how recently and continuously you have lived there.

Residence
Five years of legal residence, with the final year immediately before applying uninterrupted
Language
Luxembourgish speaking at A2 and listening at B1, subject to accepted exceptions
Civic learning
The required twenty-four-hour course or its test, plus good-character requirements

Summary

Established residents can apply to become Luxembourgish citizens through ordinary naturalization after five qualifying years, with language, civic learning, and good-repute requirements. The final year before applying must be uninterrupted, so the full residence timeline matters more than the anniversary of first arrival.

The applicant normally takes the Luxembourgish oral examination and completes the prescribed civic course or test, with defined exemptions possible. Identity, family and relevant criminal-record documents support the file. People with specific family or life connections should distinguish this process from Luxembourg's separate option procedures.

Eligibility

An applicant must generally:

The language examination is passed by scoring at least 50% in speaking, or by obtaining an overall average of at least 50% when a lower speaking score is offset by listening. Medical exemptions can exist where a physical or mental condition prevents learning or testing.

Nationality can be refused for fraud or concealment and for specified serious convictions, including a custodial sentence of at least 12 months or a suspended sentence of at least 24 months, subject to the law's rules for foreign convictions, rehabilitation and when the sentence was completed.

The file normally includes birth, marriage, and other family records, a biographical questionnaire, foreign criminal-record certificates from relevant nationalities and countries of adult residence during the preceding 15 years, and the language and civic certificates. Required foreign-language documents need an accepted translation.

More about this route

It is an application decided by the Minister of Justice, not an automatic result of holding residence for five years.

The final uninterrupted year sits within the five-year history
  1. At least five years Build the legal residence record Obtain commune records establishing the qualifying period.
  2. Within the five-year history Check the uninterrupted final year Review the year immediately before the proposed application date.
  3. Before filing Complete language and civic requirements Prepare the examination or exemption, civic evidence, and personal records.
  4. Application stage Apply in person at the commune Submit the naturalization application for the Minister's decision.

The final year is part of the five-year total, not an additional year. Citizenship is not automatic at the residence anniversary.

What This Route Allows

Approval confers Luxembourgish nationality from the date of the ministerial order. It brings full citizenship and EU citizenship rights; it is not a temporary immigration status. Luxembourg generally permits dual nationality, but the applicant should check the law of every other country whose nationality they hold.

The procedure itself is free, although records, translations and authentication can cost money. The Minister normally grants or refuses naturalization within eight months after submission.

What This Route Is Not

Naturalization is not a visa for moving to Luxembourg and five calendar years in the country do not necessarily equal five years of qualifying legal residence. It is also distinct from the faster option procedures available for certain family and life connections.

Next Steps

  1. Obtain a commune residence history and check the final uninterrupted year carefully.
  2. Register for the A2-speaking/B1-listening examination and the civic course or test.
  3. Order family-status and criminal-record documents early, checking the 15-year lookback.
  4. File in person with the civil registrar of the commune of usual residence; signature by proxy is not permitted.
