Luxembourg Investor Residence Permit
At a glance
Non-EU citizens can apply for Luxembourg's investor residence permit through one of four approved types of investment. You first need project approval from the minister responsible for that type of investment. Buying an inexpensive property or simply having income from abroad does not qualify.
- Investment options
- From €500,000 for qualifying businesses, €3 million for an investment structure, or a €20 million deposit
- Requirements
- Investment amount, source of funds, and required approvals
- New-business jobs
- Create at least five jobs within three years, recruiting in cooperation with ADEM
Summary
Foreign investors can seek residence in Luxembourg through four approved options involving businesses, management or investment structures, or financial deposits. Each has its own amount and continuing commitments, such as maintaining employment, creating jobs or keeping funds in place. The responsible minister must approve the defined proposal before the immigration application.
Real-estate purchases or rentals do not count, and wealth alone is not a qualifying project. Applicants must establish ownership and source of funds and maintain the relevant conditions after arrival. The permission does not grant citizenship or unrestricted authority to work in any business.
-
Choose one legal investment track Identify its amount and continuing jobs, business, substance, or holding conditions.
-
Document the structure and funds Prepare beneficial ownership, lawful source, availability, and track-specific evidence.
-
Obtain the responsible minister's approval Use the Economy or Finance process applicable to the investment.
-
Apply for the residence authorization Complete the required immigration steps after project approval.
The investment tracks are alternatives. The initial amount alone does not satisfy their continuing conditions.
Eligibility
The applicant must use one of these tracks:
- invest at least €500,000 in an existing Luxembourg company carrying on a commercial, craft or industrial activity, keep the investment for at least 5 years and maintain the existing employment level for that period, subject to the official exception for a distressed-company acquisition under a redundancy plan;
- invest at least €500,000 in a new Luxembourg commercial, craft or industrial business and create at least 5 jobs within 3 years of incorporation, recruiting in cooperation with ADEM;
- invest at least €3 million in an existing or new Luxembourg management and investment structure that has and maintains the necessary Luxembourg substance; or
- deposit at least €20 million with one Luxembourg financial institution and keep it there for at least 5 years.
Direct or indirect investment in acquiring or renting real estate does not count. The beneficial owner of the deposited or invested assets must be the applicant or the applicant's spouse or registered partner.
The €500,000 business projects require prior approval from the Minister of the Economy; the €3 million and €20 million tracks require prior approval from the Minister of Finance. Only after that approval does the applicant seek temporary authorization to stay, normally before entry. Passport, background, source and beneficial ownership of funds, project or financial-structure evidence and the ministerial approval must be clear.
More about this route
The thresholds are €500,000, €3 million or €20 million, depending on the investment structure, with continuing business, job, substance or holding-period conditions.

Bill 8586 would repeal this residence category. A proposed transition would let permits issued before the new law remain valid only until they expire. This is not the current rule: the investor pathway remains open while the bill is pending.
Timing: Bill 8586 was introduced on 21 July 2025. The parliamentary dossier now records the committee report, following its 16 September consideration, with a report entry on 21 September 2026. The sources reviewed do not establish final passage, publication or commencement; the proposed changes are not current pathway rules.
What This Route Allows
The investor residence permit is valid for up to 3 years and is renewable while the investment conditions remain met. The card fee listed by Guichet.lu is €80. The approving minister checks compliance no later than 12 months after temporary authorization was issued and can allow up to 12 months to correct a failure before recommending withdrawal.
An investor using either €500,000 business track may separately apply for a business permit if its requirements are met. Family members use the relevant family-reunification process. After 5 years of qualifying lawful and uninterrupted residence, the investor may apply for EU long-term resident status under its separate rules.
What This Route Is Not
This is not citizenship by investment, an automatic permanent-residence purchase, a general right to work for any employer or permission to run a regulated business without its license. Buying a home, rental property, fund interest backed by real estate or other property investment does not meet the investor-route definition.
Merely showing wealth or promising a future investment is insufficient. The correct ministry must approve the defined project before the immigration application, and the conditions remain reviewable after arrival.
Next Steps
- Choose one legal track and identify every continuing condition, not only the initial amount.
- Document beneficial ownership and the lawful, transferable source of funds.
- For a business track, prepare the company, activity, employment and ADEM plan; for a financial track, confirm structure, substance or deposit arrangements with Luxembourg-regulated professionals.
- Obtain the Minister of the Economy's or Minister of Finance's written approval.
- Apply for temporary authorization before travel, then complete declaration of arrival, medical and card steps.
- Maintain an evidence file for the 12-month compliance review and later renewals.
