Luxembourg Researcher Residence Permit
At a glance
A non-EU researcher may qualify to live in Luxembourg for an accepted research project. An approved Luxembourg research organization must host you and sign an agreement covering the project.
- Host
- Luxembourg research institution
- Requirements
- Signed hosting agreement, research project, doctorate-access degree, and support
- Monthly support
- At least the current skilled-worker minimum wage, with host support and health coverage
Summary
Eligible researchers can live in Luxembourg to carry out a project accepted by an approved organization through a hosting agreement. That agreement sets out the purpose, duration, funding, qualifications and working relationship, while the host provides the required financial-support statement.
The applicant normally obtains authorization before travel, then completes arrival, medical and residence-card steps. An informal academic visit or grant alone does not meet the framework. Doctoral enrollment can instead fall under student immigration rules, so the institution should establish the correct category before filing.
-
Verify the recognized Luxembourg research organization Confirm project acceptance and a degree giving access to doctoral study.
-
Prepare the hosting agreement and resources Document the project, support, and other researcher requirements.
-
Obtain authorization before travel Complete arrival, medical, and card required steps and plan renewal before expiry.
An informal academic invitation or grant alone does not replace the approved host and legal agreement.
Eligibility
The researcher's project must be accepted by the responsible body of an approved public or private research organization. The organization and researcher then sign a hosting agreement covering:
- the purpose, duration and funding of the research;
- the researcher's qualifications and their fit with the project;
- the legal relationship and working conditions; and
- resources sufficient for living costs, return travel and health insurance.
Monthly resources must be at least the skilled-worker social minimum wage: €3,325.59 gross per month from 1 June 2026. The rate is indexed, so it must be rechecked. The host also prepares the required individual financial-support statement.
The applicant normally files before entering Luxembourg with the full passport, criminal-record extract or accepted affidavit, CV, diploma, signed hosting agreement and host support statement. After approval and entry, the researcher declares arrival within 3 days, completes the medical check and applies for the card. Guichet.lu lists an €80 fee. The host must verify the authorization and notify the start of the research employment within 3 working days.
More about this route
The applicant needs a higher-education diploma giving access to doctoral programs and resources at least equal to Luxembourg's social minimum wage for a skilled worker.
What This Route Allows
The card authorizes work as a researcher on the hosted project. It is valid for one year or for the duration of the research project and can be renewed while the conditions continue. A researcher already authorized in another EU Member State may use separate short- or long-term research-mobility rules for part of a project in Luxembourg.
Eligible family members can use family reunification. After successful completion in Luxembourg, the researcher may apply before expiry for a 12-month job-search or business-creation permit; eventual work or business must relate to the academic background. EU long-term resident status may be available after 5 years of qualifying lawful and uninterrupted residence.
What This Route Is Not
This is not a general skilled-worker permit, an informal visiting-scholar arrangement or a route based only on a grant. An organization must be approved, the project accepted and the hosting agreement complete.
A person enrolled in a Luxembourg PhD program is generally treated as a student for immigration purposes rather than automatically as a researcher. Posted researchers and some other categories also use different procedures.
Next Steps
- Verify that the Luxembourg host is officially approved to conclude researcher hosting agreements.
- Confirm project acceptance and that your degree gives access to doctoral study.
- Draft the hosting agreement with the project, legal relationship, work terms, funding and resource evidence.
- Compare monthly resources with the current indexed skilled-worker minimum wage.
- Apply before travel, then complete declaration of arrival, medical and card steps.
- Plan renewal or the 12-month post-research route before the current permit expires.
