Montserrat Business Investment Residence
At a glance
Montserrat's economic-residence permit requires an accepted business investment, sufficient lawful net worth, and a separate qualifying local asset holding. A property purchase or bank balance alone does not complete the business case.
- Business requirement
- A specific commercial investment plan and business experience
- Net worth
- More than XCD 400,000, obtained lawfully
- Separate holding
- At least XCD 400,000 in local property, a local bank, or government securities
Summary
Montserrat’s Permit of Economic Residence is for people making an accepted commercial investment. You need a business proposal, lawful net worth above XCD 400,000, and a separate qualifying local property, bank deposit, or government-securities holding worth at least XCD 400,000. That holding is additional to the business investment.
The government reviews the proposal and may impose conditions such as creating jobs. Buying a home or making a deposit without a commercial investment does not meet both parts of the route.
-
Define the real commercial activity Document its scale, funding, and the applicant’s relevant business experience.
-
Confirm the separate investment or deposit requirement Ask the government which holding qualifies alongside the business proposal.
-
Apply and review any grant conditions Check employment-creation targets and other obligations before relying on approval.
Passive property ownership alone does not satisfy both parts. Economic residence is not citizenship by investment.
Eligibility
The official guidance sets out three financial and business elements:
- Business experience and a specific commercial proposal. Provide a signed statement describing the nature and size of the investment, supported by income and personal net-worth statements.
- Lawfully obtained net worth above XCD 400,000. Net worth is assets minus debts. Exactly XCD 400,000 does not meet the guidance's requirement to exceed that amount.
- A separate holding worth at least XCD 400,000. Maintain property in Montserrat, a deposit at a commercial bank operating there, or Montserrat government securities meeting that value.
The separate holding is in addition to the commercial investment. The guidance does not set a universal minimum amount for the commercial proposal itself, so XCD 400,000 should not be presented as an all-in price. The proposal's scope and any conditions need official agreement.
Applicants must also pass the government's suitability checks. The published checklist asks for police certificates covering the preceding eight years, a medical certificate, a passport and two other identity documents, photographs, and evidence of the business proposal, investment, income, and net worth. Originals or properly certified copies and translations may be required.
What This Route Allows
An approved permit allows residence subject to its stated conditions. The regulations allow revocation if those conditions are not met. Confirm the duration, reporting requirements, renewal arrangements, and any job-creation commitments in the actual approval.
Qualifying dependents already resident in Montserrat may apply separately for residence linked to the economic permit. Approval is not automatic, and that dependent permission lasts only as long as the principal permit remains valid.
What This Route Is Not
Montserrat's official guidance expressly distinguishes economic residence from citizenship by investment. This permit is not a purchase of citizenship or a British passport.
It is also not a general passive-income or retirement route. Someone who wants only a home or bank deposit in Montserrat, with no commercial investment, does not meet the ordinary economic-residence criteria.
Residence approval does not replace business registration, sector licensing, or any work authorization required for the proposed role. Confirm those arrangements separately. British nationality alone does not establish a right to live or operate a business in Montserrat.
Next Steps
- Outline the proposed commercial activity, its size, funding, and your relevant business experience.
- Confirm with the responsible government office how the commercial proposal will be assessed and which separate holding will qualify.
- Gather evidence of net worth and lawful funds, keeping the commercial investment and separate holding clearly accounted for.
- Obtain the current application form, personal-document checklist, and fee schedule. The published guidance is dated April 2017, so confirm operational details and fees before applying.
- Review all proposed permit conditions before committing to relocation or starting business activity.
