Panama Friendly Nations Residence

Panama Residency
Pathway overview

At a glance

If you are a citizen of a country on Panama’s Friendly Nations list, you can apply for residence through a Panamanian job, qualifying property worth at least PAB 200,000, or a PAB 200,000 bank deposit fixed for three years. Starting a company alone does not qualify.

Citizenship
A country on the official specific-country list
Qualifying basis
Panamanian employment, PAB 200,000 property, or a PAB 200,000 three-year deposit
Later application
Keep the qualifying basis for the separate permanent-residence application after two years

Summary

Panama’s Friendly Nations route lets qualifying citizens of listed countries begin with two years of provisional residence and later apply for permanence using the same qualifying basis. Nationality from the official list is necessary but is not enough by itself, and merely forming a company is no longer one of the listed qualification methods.

The first permit is provisional and lasts two years. You must apply separately for permanent residence and show that you still meet the relevant requirements.

Nationality opens the route; a qualifying basis supports it
  1. Check the nationality list Confirm that your citizenship is included in the current Friendly Nations rules.
  2. Choose one qualifying basis Document eligible employment, real estate, or a qualifying fixed-term bank deposit.
  3. Obtain provisional residence Complete the application for the initial two-year residence stage.
  4. Apply for permanent residence Show that the applicable requirements remain satisfied when making the separate application.

Forming a company alone is not a qualifying basis. A deposit must meet the route’s specific banking and term rules; employment also involves the applicable labor authorization.

Eligibility

Listed nationality

Ecuador joined the eligible-country list under Decree 16 of August 31, 2026.

The applicant must hold citizenship from the official specific-country list established through the governing decrees. Residence, birthplace or a travel document from a listed country is not necessarily the same as its citizenship. Confirm the current list and how a second nationality will be treated before making an investment.

Employment basis

The published requirements call for a notarized employer letter stating the role, salary and repatriation responsibility, the employer's Panamanian Public Registry certificate, its operating notice where applicable, and a copy of the work-permit power and application filed with the Ministry of Labor and Workforce Development (MITRADEL).

A possible future job is not enough. The applicant needs a real Panamanian employer willing and able to support both the migration and labor processes. Regulated professions and foreign-worker percentage rules may affect the work permit even when the nationality route is open.

If your citizenship is not on the Friendly Nations list, a genuine private-sector employer may instead support residence within the ordinary 10% foreign-staff quota. Check the quota, role, wage, and work-permit position with the employer; an offer does not establish those facts by itself.

Real-estate basis

The Public Registry certificate must show qualifying ownership and a property value of at least PAB 200,000. The property may be held personally, through a legal entity in which the applicant is the ultimate beneficial owner, or through a private-interest foundation in which the applicant is founder and ultimate beneficiary, as described in the checklist.

The current rules permit the property purchase to be financed through a local bank. This is different from assuming that any overseas loan or informal ownership arrangement will be accepted. The registered ownership, value and beneficial-owner evidence must meet the official form.

Fixed-deposit basis

A general-license Panamanian bank must certify a fixed deposit of at least PAB 200,000, free of liens, with a three-year term. The deposit can be held personally or through the qualifying entity or foundation arrangements stated in the checklist. A normal account balance, brokerage account or shorter deposit does not meet this branch.

Common and dependent evidence

Common documents include the application and notarized power, passport, photographs, criminal-record certificate, health certificate, government payments and sworn personal-background form. Foreign documents require the proper authentication and Spanish translation.

For dependents, the checklist asks for relationship records, a responsibility letter and proof of financial support. It describes a full-time-study and unmarried-status rule for adult dependents under 25. The principal may show sufficient means through the specified tax-income or employment evidence, including PAB 1,000 monthly plus PAB 100 per dependent under the tax-return option.

What This Route Allows

An approved applicant receives a two-year provisional residence permit. Before that period ends, the person may apply for permanent residence and must again show the relevant category documents, subject to the exceptions in the official checklist.

The employment branch supports residence connected to a Panamanian job, but the separate MITRADEL work permit remains important. The investment branches support residence through the property or deposit; they do not by themselves authorize employment.

Eligible dependents can receive linked immigration status if the relationship and financial-support requirements are met. Their status and work rights should be checked separately.

What This Route Is Not

This route is not:

Permanent residence is not citizenship. A later naturalization application uses the Constitution's separate residence, declaration, renunciation, language, civic-knowledge and discretionary-review rules. Avoid claims that a minimal visit automatically starts or completes a citizenship clock.

Next Steps

  1. Verify the applicant's citizenship against the current official country list before spending money or accepting a job structure.
  2. Choose the job, property, or fixed-deposit option. For employment, coordinate the employer, immigration lawyer and MITRADEL filing. For property, obtain Public Registry and beneficial-ownership advice. For a deposit, obtain written confirmation from a general-license Panamanian bank.
  3. Do not transfer investment funds until the documents, ownership structure and valuation have been checked against the current checklist.
  4. Collect the passport, criminal-record and civil documents, then apostille or legalize and translate them as required. Time documents with short validity periods carefully.
  5. Prepare dependent records and proof of financial support at the same time if family members will apply.
  6. File the provisional application and preserve evidence that the employment or investment basis continues. Track the two-year deadline for the permanent application.
  7. Recheck both Migration and labor rules before changing employers, selling property, ending the deposit or starting work.
