Summary
Panama’s Qualified Investor route offers permanent residence through an accepted investment made with the applicant’s own documented foreign-source funds and maintained for five years with annual proof. Gifts do not count toward the minimum. The amount that counts for property depends on its supported net value, so secured borrowing can reduce the qualifying amount.
Rules effective September 16, 2026 distinguish new property from resale property and add a lower deposit threshold at two state banks. Earlier investments and applications may qualify for transition rules. Eligible family members can apply with you.
-
Select an investment category Check the current property, securities, or bank-deposit rules; thresholds depend on the specific category.
-
Document qualifying value Establish the eligible investment value, source of funds, ownership, and any required holding arrangement.
-
Complete both review stages Obtain the investment certification and complete the immigration application and identity formalities.
-
Maintain the investment Keep the qualifying investment for the required five-year period and comply with annual checks.
This route can lead directly to permanent residence after approval. Property debt and the type of property or bank affect the investment rules. Investor residence and any special investor travel document are not citizenship.
Eligibility
Investment options
| Option | Minimum | Main conditions |
|---|---|---|
| New property, first sale | PAB 300,000 | New and unoccupied property transferred by the developer or its successor |
| Resale property | PAB 500,000 | Property previously sold, occupied, rented, or transferred to an unrelated buyer |
| Property under a purchase promise | PAB 300,000 | A qualifying licensed trust arrangement, or full payment to the developer backed by an approved bank guarantee |
| Qualifying securities | PAB 500,000 | Approved investments through a licensed Panamanian securities firm, held for at least five years |
| State-bank fixed deposit | PAB 500,000 | Banco Nacional de Panamá or Caja de Ahorros; at least five years, free of liens |
| Private-bank fixed deposit | PAB 750,000 | A qualifying general-license Panamanian bank; at least five years, free of liens |
For property, the amount that counts is the lower of the price actually paid and the supported market value, minus outstanding secured debt. You may finance the excess above the required minimum, provided the qualifying net value stays above that minimum. Title, valuation, payment, and ownership records must support the application.
Preconstruction arrangements have additional safeguards. A direct payment to the developer needs an irrevocable bank guarantee covering the investment until the property is registered in your name. Residence based only on purchase promises cannot exceed three years in total. If the developer defaults, specific replacement deadlines apply; have the arrangement checked before paying.
Securities can include qualifying private-equity or venture-capital funds, Panamanian government debt, and other approved corporate securities. Your intermediary must confirm that the specific investment qualifies.
Funds and documents
Use your own funds from a documented foreign source. Gifts or other free transfers from third parties do not count toward the required minimum. You must trace the money into the qualifying investment and prove ownership or ultimate control where a company or foundation holds it.
The Ministry of Commerce and Industries (MICI) must certify the investment. You also need the immigration documents, including identity, criminal-record, health, and family records. Budget separately for legal and transaction costs, plus PAB 10,000 in government payments for the principal and PAB 2,000 per dependent.
Earlier investments and applications
Applications filed before September 16, 2026 continue under the earlier eligibility rules. Investments or binding contracts completed before that date may also use those rules if the application is filed within six months of the new decree taking effect. Have the transaction date and filing deadline checked before relying on this exception.

The special-passport law is effective; service availability is unconfirmed
Qualified Investor residents and dependents are covered by the statutory authorization, but a usable application procedure has not been confirmed. The document would not grant citizenship or replace a national passport. Do not rely on receiving it without current Passport Authority instructions. The September 2026 residence-investment changes do not confirm that the special-passport service is available.
Timing: Law 493 took effect on publication on 29 October 2025. The remaining watch concerns regulations and service launch, not commencement of the law. No confirmed service-opening date was located in the sources reviewed on 21 September 2026.
What This Route Allows
Approval gives permanent residence without an initial provisional-residence period. A representative can file before you enter Panama, but biometric registration is required before a residence card is issued. Eligible family members can apply, including a later spouse or a child born or adopted after approval.
For five years, submit annual proof that the investment remains in place. Report an early sale or other qualifying change to MICI within 30 calendar days; the decree provides a limited period to replace the investment. Obtain advice before withdrawing, selling, or pledging it.
What This Route Is Not
Residence does not guarantee an investment return or grant citizenship. Naturalization still requires the constitutional and legal conditions, including the applicable residence history. The new decree provides a MICI way to submit the application for qualifying investors and dependents after five consecutive years of residence.
Work permits, professional licenses, and tax residence have separate rules. Law 493 authorizes a special investor passport, but it does not grant citizenship or replace your national passport. Confirm the current issuance procedure before treating it as an available benefit; see the implementation briefing.
Next Steps
- Confirm the investment category, minimum, and any transition rule with a Panamanian immigration lawyer before committing funds.
- Check the property or financial institution independently and document your ownership and the foreign source of the money.
- Obtain MICI certification, then complete the immigration application and biometric registration. The decree sets separate processing periods; these are not a guaranteed overall approval date.
- Schedule the annual investment checks and ongoing residence requirements for you and your family.
