Summary
Panama’s reforestation residence route accepts personal investment or investment through a qualifying legal entity, with proof of ownership, direct funding, forestry registration, and project or company records. The investment must remain in place for at least five years to maintain permanent residence. The immigration category does not guarantee any investment return.
The project must have the required forestry authorization, and you must document your ownership and direct investment. Buying ordinary land or shares marketed as a green investment does not by itself qualify.
-
Choose a residence tier PAB 100,000 supports provisional-to-permanent residence; PAB 350,000 supports a direct permanent application.
-
Verify the forestry project Document authorized forestry activity, ownership, and the direct transfer of qualifying funds.
-
Complete the relevant application The provisional option requires a later application for permanent residence. The higher investment option follows a different process.
-
Maintain the investment After approval Keep the investment for five years and provide annual continuing-investment evidence.
The two investment tiers are alternatives. Buying ordinary land does not qualify, and investment alone does not guarantee approval.
Eligibility
The applicant may invest personally or through a legal entity, but the structure and records must show the applicant's ownership and the amount of direct capital invested in the authorized forestry activity.
The official permanent-residence checklist calls for evidence including:
- a certification by an authorized public accountant stating the total amount directly invested and that the capital belongs to the investor;
- an authenticated share certificate or qualifying commercial contract with the reforestation company;
- the Ministry of Environment resolution showing the forestry registration of the person or legal entity;
- the company's Panamanian Public Registry certificate showing its activities;
- a property certificate from the Public Registry; and
- bank certification proving the direct transfer or payment of at least PAB 100,000, or PAB 350,000 for the direct permanent-residence option.
Where a legal entity is used, the checklist also asks for a sworn statement by its secretary or treasurer—who cannot be the applicant—confirming the activity, the applicant's fully paid registered shares and the relevant capital.
The immigration file also includes the notarized power and application, photographs, authenticated passport copy, criminal-record certificate, health certificate, sworn personal-background form and the official payments listed for the stage.
To include a dependent, the rule adds PAB 2,000 per dependent in financial means. The official text says this additional amount may be supported with a local bank reference. Relationship and dependent-status documents also apply.
Five-year maintenance rule
At the definitive permanent stage, the applicant must provide a certificate from the reforestation company confirming that the investment continues and a certificate from the authority responsible for forestry registration confirming that the company remains valid. The National Migration Service requires proof each year, with the annual period measured from approval of the corresponding permanent residence.
The five-year rule is an immigration minimum. The underlying forestry contract may last longer or contain separate transfer, harvest, fee and risk terms. Those commercial terms need independent review and are not decided by the immigration approval.
What This Route Allows
The PAB 100,000 level can lead from the provisional stage to definitive permanent residence when the investment and other requirements continue. The PAB 350,000 level can support a direct permanent-residence application.
Qualifying dependents can be included where their relationship, status and additional means are documented. The residence allows the approved family members to live in Panama subject to their status.
The permit is tied to the continuing qualifying investment for at least five years. Once the required period has been completed, obtain advice before changing the ownership or project because commercial, environmental, tax or migration obligations may continue.
What This Route Is Not
This route is not:
- any purchase marketed as “green,” “teak” or “forestry”; the activity and entity need the required Ministry of Environment authorization and records;
- direct permanent residence for PAB 100,000—the lower amount requires provisional residence first;
- the separate PAB 80,000 temporary forestry permit;
- satisfied by a passive share certificate without proof of direct funding, ownership and forestry registration;
- a promise that timber will be harvested on a particular schedule;
- a guarantee of dividends, returns, land value, project management or environmental performance;
- permission to withdraw or transfer the investment before five years without residence consequences;
- automatic work authorization; or
- citizenship by investment.
Any estimate of a 15-to-25-year harvest or payback period is a project-specific commercial claim, not an immigration eligibility rule. Evaluate it from the contract, forestry plan, biological assumptions, fees and independent due diligence rather than presenting it as a government fact.
Next Steps
- Decide whether the objective is the separate PAB 80,000 temporary permit, the PAB 100,000 provisional-to-permanent route, or the PAB 350,000 direct permanent route.
- Before paying, verify the forestry registration and current standing directly through the Ministry of Environment and obtain the company's current Public Registry records.
- Confirm how the applicant will hold the investment. Have a Panamanian lawyer and accountant review the entity, registered shares, beneficial ownership, commercial contract and direct-funding evidence.
- Trace the funds from the applicant's account to the forestry company or qualifying investment and retain the mandatory bank certification.
- Arrange independent checks of the business and environmental risks. Review land title, forestry plan, management obligations, insurance, fees, transfer limits, harvesting assumptions and exit terms separately from immigration advice.
- Prepare the passport, criminal-record, health and civil documents, including apostille or legalization and accepted Spanish translations. Add PAB 2,000 in documented means and relationship evidence for each dependent.
- After approval, calendar every annual continuing-investment certificate and the full five-year minimum. Obtain migration advice before any sale, pledge, restructuring or project change.
