Peru Residence for South Americans

Summary
Peru’s MERCOSUR residence route is currently for people born in, or citizens of, Argentina, Bolivia, Brazil, Chile, Ecuador, Paraguay, or Uruguay. It grants two years of non-renewable temporary residence with access to work and health services; see Migraciones' official temporary-residence page.
-
Before applying Check the nationality and birthplace rules Compare your nationality and birthplace with Migraciones’ current procedure and confirm any uncertain case.
-
2 years Hold valid temporary residence The agreement’s initial residence stage lasts two years and cannot be renewed for another temporary term.
-
Final 90 days Apply for indefinite residence on time File the separate application within the window before expiration and meet its requirements.
The agreement does not cover every South American citizen or every resident of a member country. Naturalized applicants and people born outside their country of citizenship should confirm the procedure before relying on it.
Eligibility
For the initial temporary stage, the current Migraciones checklist generally requires:
- Qualifying citizenship and birth within one of the countries listed on the live temporary-residence page.
- Being in Peru with a status that allows the online change-of-status application.
- A valid passport, national identity card, or consular nationality certificate that establishes identity and nationality.
- A birth record and civil-status evidence, plus a naturalization certificate where relevant.
- Certificates showing no judicial, criminal, or police record in the country of origin and in countries of residence during the five years before arrival in Peru.
- A declaration covering records in Peru and abroad.
- The additional consent, parentage, custody, or guardianship documents required for a minor.
Foreign documents may need apostille or consular legalization and Spanish translation. The current procedure is online and the current service page states a PEN 161.40 fee under code 07568 and a response target of up to 30 working days. Fees and payment codes can change, so use the live page when paying.
For the indefinite stage, the applicant must hold valid MERCOSUR temporary residence and file during the 90 days before it expires. Migraciones asks for proof of lawful financial support that support the applicant and cohabiting family, such as recent pay slips or fee receipts, an employment contract, or an annual income declaration, as well as the identity and record declarations in the current checklist.
What This Route Allows
The initial approval permits two years of temporary residence in Peru. Migraciones expressly says it gives access to work and health services. The agreement route is therefore broader than a visitor permission and does not require the applicant to qualify separately under the ordinary worker-resident category before taking lawful work.
The second stage can provide indefinite residence if the holder files on time and proves the current requirements. The indefinite category allows study and lawful income-producing work in the public or private sector. After each approval, the applicant must complete the applicable foreigner-registration and Carné de Extranjería steps.
Indefinite residence means that the underlying period of authorized residence is not set to expire in the same way as the two-year stage. It does not mean the physical identity card never needs renewal, nor does it excuse compliance with Peru's rules on extended absences and updated personal data.
What This Route Is Not
This is not a route for every citizen of South America, every resident of a MERCOSUR country, or anyone whose citizenship is outside Peru's published list. It is also not based simply on MERCOSUR's current institutional membership list; Peru's own implementing service page controls which applicants it presently accepts.
You cannot renew the initial two-year permission for another temporary term. Missing the 90-day pre-expiration window for the indefinite stage can leave the applicant without the planned transition, so it should not be treated like an ordinary renewal that can safely be started after expiration.
This is not Peruvian citizenship. Indefinite residence may be useful in a later nationality plan, but naturalization has separate residence-continuity, valid-status, exam, income, background, and discretionary-decision requirements.
The inconsistent treatment of Colombia on the two official service pages is not resolved by selecting whichever list is more favorable. It is a reason to obtain current written confirmation from Migraciones before filing or making a relocation decision.
Next Steps
- Compare your nationality and place of birth with the exact list on the current temporary-residence page.
- If you are Colombian, naturalized in a listed country, or born outside the country whose nationality you hold, ask Migraciones to confirm eligibility under the current procedure before paying or relocating.
- Confirm that your current immigration status in Peru permits use of the change-of-status procedure.
- Obtain the identity, birth, civil-status, and five-year background records early. Apostille or legalize and translate them where required.
- File the temporary-residence request through the Agencia Digital, monitor the electronic mailbox, and complete foreigner registration and card issuance after approval.
- Record the exact temporary-residence expiration date. Begin preparing proof of lawful financial support well before the final 90-day filing window.
- File the indefinite-residence application during that 90-day window and keep evidence of timely submission.
