Portugal Independent Professional Residence

Portugal Residency
Pathway overview

At a glance

If you are not an EU, EEA, or Swiss citizen and plan to provide services or do other qualifying self-employed work in Portugal, this route may fit you. It uses the visa service commonly called D2. You need evidence of real professional work and clients, including when you work through a company.

Client evidence
A service contract, written proposal, or other concrete evidence of real independent professional work
Qualifications
Relevant training or experience; regulated professions need Portuguese recognition and authorization
Personal support
Means of support, housing, health coverage, and the required identity and background records

Summary

Independent professionals can seek residence in Portugal to provide genuine services to clients, supported by contracts, proposals, or other concrete commercial records. Qualifications and Portuguese recognition matter for regulated work, and the relationship must genuinely be independent rather than ordinary employment under another label.

The normal sequence is a D2 residence visa followed by the permit stage, including the required activity, tax and social-security records. Foreign-only remote services may fit D8 instead. New applications cannot use the former in-country route that was revoked in June 2024.

Professional activity first, then visa and residence
  1. Document real client work Use service contracts or concrete proposals identifying the activity, fees, and clients.
  2. Check recognition and registrations Confirm regulated-profession rules and the appropriate operating, tax, and social-security arrangements.
  3. Apply for the residence visa Prepare the professional and general residence evidence for the responsible consulate.
  4. Complete the AIMA permit After entry, finish the permit process and preserve contracts, invoices, and receipts for renewal.

The activity must be genuinely independent. A contractor label alone does not determine whether the relationship is employment.

Eligibility

EEA means the EU countries plus Iceland, Liechtenstein, and Norway.

An applicant should normally have a signed service contract, written proposal, or other concrete evidence of the services to be provided. AIMA's permit stage can require proof of tax and social-security registration and either a service contract, company documents, or recent receipts.

For a regulated profession, the applicant must show that the Portuguese authority recognizes the qualifications and authorizes the activity. Other applicants should still document relevant training and experience. Every case must also meet the general passport, criminal-record, housing, health-coverage, and means-of-support requirements.

The relationship must be genuinely independent. Calling someone a contractor does not override Portuguese employment law if the client in practice directs and controls the work as an employer.

More about this route

The ordinary sequence is a residence visa from the Portuguese consulate responsible for the applicant's legal residence, followed by an AIMA permit after entry. The initial temporary permit is normally valid for two years and renewable for three-year periods.

What This Route Allows

The permit allows residence and genuine independent work in Portugal. Holders must comply with Portuguese invoicing, tax, social-security, licensing, and professional rules. A holder who later takes employed work may be able to replace the residence permit after notifying the authority responsible for the application and satisfying the relevant conditions.

Family reunification is available under Article 98. The current ordinary sponsor wait is two years, with a 15-month rule for certain pre-existing spouses or partners and no wait for specified cases including minor or dependent children and a spouse or partner who is also parent or adopter of the sponsor's minor child.

The permit permits short Schengen travel. Qualifying legal residence may count toward later permanent residence or EU long-term-resident status, or nationality under the separate rules then in force.

What This Route Is Not

It is not remote-worker residence when the services are performed remotely only for customers established outside Portugal; that may fit the D8 digital-nomad route. It is also not entrepreneur residence based mainly on building and funding a Portuguese business, though some facts can overlap.

It is not an in-country route for obtaining legal status for a person who entered without the appropriate visa. The former manifestation-of-interest/visa-waiver route for new independent-work cases was revoked on 4 June 2024; transitional processing is limited to protected earlier cases.

Next Steps

  1. Identify the clients, deliverables, fees, duration, and place of performance in written contracts or proposals.
  2. Check whether the profession is regulated and complete recognition before applying where required.
  3. Choose an appropriate Portuguese operating form and understand tax, invoicing, and social-security registration.
  4. Confirm the current visa checklist with the responsible consulate and apply before relocating.
  5. After entry, complete the AIMA permit process and registrations.
  6. Keep contracts, invoices, bank receipts, filings, and evidence of continuing activity for renewal.
