Summary

Paraguay’s 2026 Investor Pass offers direct permanent-residence applications through eligible tourism, financial, or property investments. The minimum is USD $150,000 for tourism, or USD $200,000 for qualifying Paraguayan financial instruments or property used for economic activity.

First, the Ministry of Industry and Commerce must issue a Foreign Investor Certificate. You then apply personally to the Migration Directorate for permanent residence. Both stages review your investment and documents; the certificate does not guarantee residence approval.

Get the investor certificate before applying for residence
  1. Choose a qualifying investment Check the tourism, financial-instrument, or economic-use property category and its specific threshold and structure.
  2. Document the investment and obtain the certificate Prove the qualifying transaction and lawful funds, and obtain the Foreign Investor Certificate.
  3. Apply to the Migration Directorate Submit the separate permanent-residence application and meet its immigration and background requirements.

A personal home alone does not qualify under the economic-use property category. Holding periods and project obligations depend on the category. The certificate supports an application; it does not guarantee immigration approval.

Eligibility

The applicant must be a foreign national making a qualifying investment in Paraguay and must be able to prove the investment and its lawful funding.

The Ministry says an investment can be underway or already completed if the financial commitment is properly documented. A future intention without a documented transaction or financial commitment is not enough for the Foreign Investor Certificate.

The Ministry also keeps key controls, including criminal-background review, a sworn declaration about the source of funds, anti-money-laundering checks, and ongoing follow-up of the investment.

After the Ministry issues the certificate, the Migration Directorate's direct-permanent-residence checklist generally requires:

Foreign records must be apostilled or legalized and translated into Spanish as the official instructions require.

What This Route Allows

The Foreign Investor Certificate lets a qualifying investor seek permanent residence directly, without first completing the ordinary temporary-residence stage.

Permanent residence authorizes indefinite residence in Paraguay. The physical permanent-resident card must be renewed every 10 years and gives access to the Paraguayan identity-card process described by the Migration Directorate.

The resident can carry out lawful work, business, study, and investment activity under the separate rules that govern each activity. Residence approval does not replace company registration, securities compliance, property registration, tourism approval, tax registration, or other rules for the particular activity.

Time after permanent admission may be relevant to a later naturalization case, but naturalization has a separate three-year permanent-admission clock, real-residence and absence rules, a regular-activity requirement, good-conduct review, and a Supreme Court examination.

What This Route Is Not

This route is not:

The separate productive-investment category starts at USD $70,000 but requires a business plan and at least five formal jobs. It is covered by the productive SUACE pathway, not by these three passive or sector-specific alternatives.

Next Steps

  1. Choose the exact investment category. Do not buy property or a financial product before confirming that its planned use and structure satisfy Resolution No. 0283/2026.
  2. Contact the Ministry or SUACE. Request the current Foreign Investor Certificate checklist and category-specific forms.
  3. Plan the payment and supporting records. Identify the investor, recipient, payment path, official exchange rate where relevant, and records that will prove the full qualifying amount.
  4. Prepare records showing where the money came from. Keep bank records, contracts, tax or sale records, ownership documents, and the sworn declaration requested by the Ministry.
  5. Complete category-specific materials. Prepare the tourism business plan and technical records, two-year financial-instrument holding evidence, or property title and economic-use records.
  6. Prepare the immigration file in parallel. Order birth, civil-status, and criminal records early enough to apostille or legalize and translate them, but not so early that time-limited records expire.
  7. Obtain the Foreign Investor Certificate. The certificate is the key document that opens the direct permanent-residence exception.
  8. File personally with the Migration Directorate. The official procedure is in person, and submitting a complete file does not itself guarantee approval.
  9. Maintain the investment and residence records. Follow the Ministry's monitoring requirements and keep evidence of actual life in Paraguay if later naturalization is a goal.
