Summary
If you plan to invest at least USD $70,000 in a business in Paraguay and commit to creating at least five formal jobs, the productive-investment route may let you apply directly for permanent residence. You need a real project and an accepted business plan.
The Ministry of Industry and Commerce reviews the project and issues the Foreign Investor Certificate. SUACE, the government service coordinating company and investor procedures, helps with the process. You then make a separate permanent-residence application.
-
Prepare the investment and five-job plan Define the qualifying activity, capital, implementation, and formal employment commitments.
-
Apply for the investor certificate Use Ministry and SUACE instructions with the company and lawful-funding evidence.
-
Apply for permanent residence Use the Foreign Investor Certificate in the separate immigration process.
The certificate supports the residence application; a passive investment or business idea alone does not meet the productive-project test.
Eligibility
The route can fit when all of these points are supported:
- The applicant is a foreign national.
- The applicant is making a productive investment in Paraguayan industry, commerce, or services.
- The investment is at least USD $70,000, or the official-rate equivalent in Paraguayan guaraníes.
- The applicant can submit a credible business plan.
- The project commits to at least five formal jobs.
- The investment and its lawful source can be documented and traced.
- The applicant can pass the Ministry's certificate review and the Migration Directorate's identity, entry, background, and document checks.
The Ministry says the investment may be underway or already completed if the economic commitment is properly proved. A general promise to invest later, a company formed without the qualifying capital, or a small freelance activity does not by itself satisfy the route.
Foreign Investor Certificate
You need this certificate before applying directly for permanent residence. It must state that the investor is using the SUACE regime. The Ministry's review includes source-of-funds declarations, criminal-background and anti-money-laundering controls, and later monitoring of the investment.
Business and job plan
The five jobs are a stated condition of the 2026 productive-investment category, not merely a helpful suggestion. The plan should explain the project, investment schedule, formal positions, and evidence that the business can operate lawfully. Sector permits, tax registration, company formation, labor registration, and social-security obligations remain separate requirements.
Immigration documents
The Migration Directorate's current direct-permanent-residence checklist generally includes:
- The original Foreign Investor Certificate.
- A current identity document.
- A consular visa and verification when required for the nationality.
- Proof of entry.
- A legalized or apostilled birth certificate.
- Civil-status records when applicable.
- Current national-level criminal or police records from the appropriate countries under the detailed recent-residence rules.
- INTERPOL and Paraguayan police records from age 14 when required.
- A sworn commitment to respect Paraguay's Constitution and laws.
Foreign documents must be apostilled or legalized and translated into Spanish under the official rules.
What This Route Allows
An approved certificate holder can receive permanent residence directly, without completing the usual temporary-residence period first.
Permanent residence authorizes indefinite residence in Paraguay. The physical residence card must be renewed every 10 years and supports the Paraguayan identity-card process. The status permits lawful work and business activity, but it does not replace corporate, tax, labor, social-security, municipal, environmental, or sector licensing.
The investor can use SUACE to coordinate several public-agency steps associated with opening and registering the business. That coordination can simplify the process, but each responsible authority still applies its own law and checks.
Permanent admission can start the residence period relevant to a later naturalization petition. Naturalization remains a separate Supreme Court case requiring at least three years from the permanent-residence decision, actual continuous residence, regular activity, good conduct, and the Court's examination.
What This Route Is Not
A company registration or small freelance activity alone is not enough. This route requires the investment, business plan, and five-job commitment, along with funding, background, and business-compliance checks.
It offers a direct permanent-residence application, but neither the investor certificate nor residence approval is guaranteed. It does not give citizenship automatically or through occasional visits.
If you do not plan to create five formal jobs, compare the other Investor Pass categories. Tourism, qualifying financial instruments, and property used for economic activity have higher minimums and different requirements.
Next Steps
- Confirm that the project is productive. Define the Paraguayan industry, commerce, or service activity and why it needs the planned capital and workforce.
- Request the current certificate forms. Use the Ministry and SUACE official channels before transferring money or finalizing a corporate structure.
- Build the business plan. Show the qualifying investment, operating model, timetable for carrying out the plan, formal jobs, and any sector approvals.
- Document lawful funding. Preserve the complete bank and transaction trail and the records supporting the source of the money.
- Choose and register the legal structure. Complete the corporate, beneficial-owner, tax, labor, IPS, municipal, and sector steps that apply. Do not assume the residence certificate completes them.
- Prepare personal immigration records. Obtain and properly authenticate birth, civil-status, and criminal records. Check current validity periods before ordering them.
- Apply for the Foreign Investor Certificate. Respond to any Ministry request for project, funding, job, or compliance evidence.
- File the permanent-residence application personally. Use the current Migration Directorate checklist and bring the required originals and authenticated copies.
- Operate and document the project. Maintain the investment and job evidence needed for government follow-up.
- If citizenship is a goal, live in Paraguay in fact. Keep travel, home, business, and activity records consistent with the Supreme Court's much stricter naturalization continuity rules.
