If you are a citizen of Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, or Uruguay, you can apply for two years of temporary residence in Paraguay through MERCOSUR. You do not need a job offer, investment, or family sponsor.
This temporary permission cannot be renewed. To use the MERCOSUR route to permanent residence, apply during the 90 days before the temporary card expires and provide the required financial and personal records.

Residence in an eligible country is not enough without its citizenship. Under this specific MERCOSUR procedure, access to a Paraguayan identity card follows permanent residence. Citizenship requires a separate naturalization process.
Eligibility
The applicant must be a citizen of one of the eight countries currently listed by Paraguay's Migration Directorate. Birth in one of those countries, residence there, or a family connection is not enough without that citizenship.
For temporary MERCOSUR residence, the current official checklist generally asks for:
- A valid passport, national identity document, or identity card from the country of nationality.
- A birth certificate.
- A national-level criminal or police certificate from the issuing country or its consular representation, from age 14 when required.
- A current Paraguayan police certificate for foreigners, from age 14 when required.
- A civil-status record when applicable, such as a marriage certificate, divorce judgment, or spouse's death certificate.
- A sworn statement that the applicant has no international criminal record, supplied during the residence process.
- Proof of lawful entry or another record accepted by the Migration Directorate as proof of presence.
Foreign records must be legalized or apostilled as applicable and translated into Spanish under the rules on the official page. The page states a translation exception for qualifying Portuguese-language records from Brazil.
Children have separate signature, parental-status, custody, and authorization requirements. A child under 14 is generally exempt from the listed criminal, judicial, or police certificates. The agency can ask for more documents in an individual case.
The application is personal and in person. Submitting documents does not guarantee approval.
What This Route Allows
Temporary MERCOSUR residence authorizes the person to reside in Paraguay for the two-year term and carry out lawful activities. The MERCOSUR Residence Agreement also protects equal civil and labor treatment under the receiving country's law.
The route creates a direct opportunity to apply for permanent MERCOSUR residence during the correct filing window. The permanent application requires:
- A current MERCOSUR temporary-resident card that is close to expiration.
- A current identity document.
- A current Paraguayan police certificate for foreigners when required.
- Sufficient, verifiable proof of how you support yourself under one of the Migration Directorate's current categories.
Since July 6, 2026, the official financial-support categories include professionals, technicians, employees, independent workers, remote workers, property owners, shareholders, agricultural producers, religious workers, pensioners, dependents, and students. Each category has its own evidence; a general bank balance should not be assumed to fit every case.
Permanent status is indefinite, while the physical permanent-resident card must be renewed every 10 years. The current official process gives access to a Paraguayan identity card after permanent MERCOSUR residence.
What This Route Is Not
Citizenship of a listed country is required. Birthplace, residence there, or a family connection alone is not enough.
The temporary permit cannot be renewed, and permanent residence is not automatic. If you miss the final 90-day application window, the Migration Directorate says you lose access to this MERCOSUR permanent process and must seek status under Law No. 6984.
The published process gives access to a Paraguayan identity card after permanent MERCOSUR residence, rather than immediately at the temporary stage. Citizenship remains a separate Supreme Court application with its own residence, activity, background, and exam requirements.
Next Steps
- Confirm nationality, not just birthplace. Make sure the applicant has a current identity document proving citizenship of one of the eight listed countries.
- Download the current checklist. Use the Migration Directorate's live page because certificate validity, fees, and minor-applicant rules can change.
- Order foreign civil and criminal records early. Check whether each document needs an apostille or consular legalization before traveling.
- Arrange compliant translations. Do not assume every translation made abroad will be accepted. Check the official translation and apostille instructions.
- File personally in Paraguay. Bring originals and the authenticated copies requested by the agency.
- Record the exact expiration date. Set reminders well before the final 90-day window.
- Choose the financial-support category for permanent residence in advance. Build the specific employment, tax, property, pension, dependency, or other evidence required by that category.
- Submit the permanent case during the final 90 days. Do not treat the nonrenewable temporary card as having a grace period under the MERCOSUR route.
- After permanent approval, complete identity-document work. Use the current National Police and Migration Directorate instructions.
