Turkish Citizenship by Marriage
At a glance
If you have been married to a Turkish citizen for at least three years and are still married, you may apply for citizenship under Article 16. You must also meet the relationship, security, and conduct requirements. Marriage does not give citizenship automatically.
- Marriage fit
- At least three years married to a Turkish citizen
- Requirements
- Ongoing family union and security/public-order review
- Where to apply
- The provincial citizenship authority in Türkiye or the responsible Turkish mission abroad
Summary
Eligible spouses of Turkish citizens can apply for Turkish nationality through marriage, with the continuing marriage and genuine family union assessed rather than citizenship granted on the wedding date. The authorities review conduct, security, and civil records, including whether a foreign marriage is properly reflected in Turkish records.
The usual application begins after three years of marriage. If the Turkish spouse dies after filing, a narrow exception removes the continuing-family-union requirement; it does not create a general early application right after bereavement. Work permission and the nationality position of children remain separate questions.
Eligibility
At the time of application, the applicant should be able to show all of the following:
- the spouse is currently a Turkish citizen;
- the marriage has continued for at least three years;
- the marriage remains legally in force;
- the couple lives within a genuine family union;
- the applicant has not engaged in conduct incompatible with the marriage; and
- the applicant presents no national-security or public-order obstacle.
The official rule about a spouse's death is narrow. If the Turkish spouse dies after the citizenship application has already been filed, the requirement to continue living within the family union is no longer applied. This does not mean that a death before the three-year requirement is met automatically creates eligibility.
The foreign marriage must be usable in the Turkish civil-record system. Where the marriage occurred abroad, the applicant should check whether it has been reported and entered in the Turkish spouse's population record. Names, dates, prior marriages, divorces, and birth, marriage, and other family documents must be consistent.
The citizenship authorities examine whether the legal conditions are met. NVI's current service information identifies the marriage application form, identity and birth, marriage, and other family records, the Turkish spouse's population record, residence document if the applicant lives in Türkiye, and information about final criminal judgments where applicable. The exact checklist depends on where and when the application is filed.
Holding a family residence permit can be useful evidence of lawful family life in Türkiye, but it is not stated as a universal prerequisite to Article 16. A family residence permit is a separate immigration status with its own sponsor, income, insurance, address, and family conditions.
More about this route
The route is based on a genuine family union. The applicant must be living within that union, must not be engaged in activity incompatible with it, and must present no obstacle concerning national security or public order. Meeting the three-year date is therefore necessary but not sufficient.
Article 16 does not state a separate five-year residence requirement or a formal Turkish-language test. A person living abroad may still need to use the Turkish mission responsible for the place of legal residence and provide evidence that the marriage and shared family life are real.

The third anniversary creates a possible right to apply, not automatic citizenship.
What This Route Allows
If the application is approved, the foreign spouse becomes a Turkish citizen from the effective date of the decision. The person can then be entered in the population register, obtain a Turkish identity card, and apply separately for a Turkish passport. A citizen does not need a residence or work permit to live and work in Türkiye.
Turkish law recognizes multiple citizenship in its records. Whether the applicant can keep another nationality also depends on the law of that other country.
Citizenship acquired in good faith through marriage is not automatically lost merely because the marriage later ends. Article 16 specifically says that a person keeps citizenship after a marriage is declared invalid if that person entered the marriage in good faith.
What This Route Is Not
This is not citizenship on the wedding date, after registration of the marriage, or simply because the couple has a child. It is an application after three years, followed by examination and a decision.
It is not ordinary naturalization. The five-year qualifying-residence, settlement-intent, income, public-health, and Turkish-language list in Article 11 is a different route. Conversely, a spouse who does not yet meet Article 16 may still have a separate family-residence option.
A family residence permit does not itself authorize employment. The Ministry of Labor says a residence permit alone is generally insufficient to work. A spouse married to a Turkish citizen for at least three years may benefit from an exception to some work-permit evaluation criteria, but still needs the correct work authorization unless another legal exemption applies.
The route does not automatically grant citizenship to the applicant's relatives. The effect of a later citizenship grant on minor children is governed by the separate family-effect rules in Article 20 and depends on custody and consent facts.
Next Steps
- Check the exact marriage date, the Turkish spouse's current citizenship, and whether the marriage is correctly recorded in the Turkish population register.
- Obtain current birth, marriage, and other family records for both spouses, including records that explain any former marriage, divorce, death, or name change.
- Build a clear, truthful record of shared family life. Use address, household, financial, travel, and family records that show the relationship.
- Get the current Article 16 checklist from NVI or the responsible Turkish mission. Confirm authentication and Turkish-translation rules before ordering foreign records.
- Apply through the authority responsible for the application: generally the provincial citizenship authority where the applicant lives in Türkiye or a Turkish foreign mission for an applicant abroad.
- Respond to interviews, document requests, and security or civil-record checks. Keep the marriage and contact information current while the file is pending.
- After approval, complete population registration and apply separately for identity and passport documents.
