Turkish Citizenship After Residence

Pathway overview

At a glance

Adults can usually apply for Turkish citizenship under Article 11 after five qualifying years living in Türkiye immediately before the application. You must intend to settle there, speak enough Turkish, and support yourself and your dependents. Good character, health, security, and conduct requirements also apply.

Residence
Adults with five years of qualifying, uninterrupted residence in Türkiye
Language and support
Evidence of Turkish ability, work or income, and support for dependents
Other requirements
Intent to settle, good character, and the required health, security, and public-order checks

Summary

Adults who have made Türkiye their home can apply for citizenship through ordinary naturalization after a qualifying residence period. Five calendar years are not necessarily five qualifying years: the purpose of residence, gaps, and absences matter, alongside evidence of settlement through work, family, housing, or other circumstances.

The provincial citizenship process also assesses Turkish ability, income or occupation, and the required personal checks. No private language-level estimate guarantees acceptance. A complete application remains subject to a decision, and applicants must maintain valid immigration permission while it is pending.

Eligibility

Article 11 requires the applicant to:

Settlement intent is more than saying that Türkiye is attractive. NVI gives examples such as acquiring a home, establishing a business, investing, moving a commercial center to Türkiye, working with a work permit, marrying a Turkish citizen, applying as a family, having a close family member who previously became Turkish, or completing education in Türkiye. The full facts are assessed together.

Which residence time counts

Article 15 defines residence as legal residence in Türkiye, but NVI's application guidance says that residence based on purposes that do not show settlement is not accepted for ordinary naturalization. The listed examples include study, tourism, accompanying a child who is studying, treatment, certain asylum-related temporary situations, and diplomatic or consular privilege.

NVI says that some earlier non-qualifying residence may be counted after the person changes to a qualifying settlement basis. It expressly excludes tourist residence from that carry-forward rule. Because the classification can determine the whole five-year calculation, applicants should obtain an official residence-history assessment rather than count every residence card at face value.

The current statute permits up to 12 months total abroad within the five-year period. Some older NVI web text and legacy forms still mention six months, reflecting the former rule. The English law PDF records the 2017 amendment changing “six” to “twelve”; use the current statute and confirm the authority's calculation against entry-exit records.

More about this route

This is a grant decided case by case. Article 10 says that satisfying the stated conditions does not give an absolute right to citizenship. The authorities examine the application and decide whether the person's situation is appropriate.

The residence calculation is especially important. Current Article 15 allows the applicant to spend no more than 12 months in total outside Türkiye during the required residence period. NVI also distinguishes residence that shows settlement from temporary purposes that do not qualify for ordinary naturalization.

The residence purpose and absences matter as much as the years
  1. Five-year lookback Check which years of residence count Check which permit purposes count toward Article 11 and resolve any gaps.
  2. Before applying Check absence limits and settlement evidence Document Turkish ability, support, conduct, and intention to make Türkiye home.
  3. Application stage Submit the ordinary naturalization application Prepare the current NVI file for the authority’s discretionary review.

Five calendar years with a residence card does not automatically qualify or guarantee a grant.

What This Route Allows

If approved, the applicant becomes a Turkish citizen from the date of the decision, can be entered in the population register, can obtain a Turkish identity card, and can apply for a passport. Citizenship includes the right to live and work in Türkiye without an immigration permit.

The applicant's spouse does not automatically become Turkish through the decision. Article 20 contains separate rules for minor children connected to a parent who acquires citizenship, including custody and the other parent's consent. An adult child normally needs an independent route.

Turkish law recognizes multiple citizenship in the population register. The applicant must separately check whether another country of citizenship permits retention and follow NVI's notification procedure.

What This Route Is Not

It is not a five-year automatic conversion of a residence card. Five calendar years may fail if the residence purpose does not show settlement, absences exceed the legal limit, there are gaps, or the other Article 11 requirements are not met.

It is not the citizenship-by-marriage or investment route. Marriage has its own Article 16 test after three years; qualifying investors use the exceptional Article 12 procedure. Each route has different residence and substantive conditions.

There is no official promise that “basic A2” or a particular course certificate always satisfies the Turkish requirement. The statute uses “sufficient level of Turkish,” and the citizenship commission assesses the application. Treat any private level estimate as preparation guidance, not a legal threshold.

Approval is not guaranteed even with a complete file. Maintain valid immigration status while the citizenship application is pending; filing for citizenship does not extend an expiring residence or work permit.

Next Steps

  1. Obtain official entry-exit and residence-permit or work-permit history for at least the five-year lookback period.
  2. Classify each period by its legal purpose. Ask NVI whether any study, tourist, treatment, family, property, work, or other period is accepted for the Article 11 calculation.
  3. Total all absences using the current 12-month legal limit and investigate any gap in lawful status.
  4. Assemble evidence of settlement in Türkiye, Turkish-language ability, work or income, support for dependents, address, civil status, health compliance, and character.
  5. Get the current VAT-3 checklist from NVI. Foreign public records may need authentication and a notarized Turkish translation.
  6. Apply through the authority for the applicant's place of residence, attend the provincial citizenship commission process, and answer any document or security inquiry.
  7. Keep residence, employment, address, and family records valid and updated until a final decision.
  8. After approval, complete the population-register, identity-card, passport, and multiple-citizenship steps.
