Türkiye Diaspora Rights Card for Ex-Citizens

Pathway overview

At a glance

If you were Turkish from birth and gave up citizenship with official permission, you may qualify for the Mavi Kart, often called the Blue Card. It documents certain rights under Article 28. Eligible descendants up to the third generation may also qualify.

Who may qualify
Former Turkish citizens by birth who left with permission, and descendants up to the third generation
Documents
Former Turkish citizenship, identity, and family-link documents

Summary

Türkiye's Mavi Kart preserves many rights for eligible former citizens and their descendants while they remain foreign nationals. The original former citizen must have been Turkish from birth and used the official permission-to-renounce process. Descendants within the legal limit need an unbroken civil-record chain, and intervening ancestors may also need entry in the register.

The card preserves many practical rights while the holder remains a foreign national. It does not restore Turkish citizenship or a passport, voting rights, or access to certain permanent public-service posts. Someone whose citizenship was lost or canceled by a different process needs a separate assessment of the underlying records.

Eligibility

The original former citizen must satisfy both core facts:

NVI says the Mavi Kart framework covers that former citizen and descendants up to the third generation. In ordinary family language, that can include a child, grandchild, or great-grandchild, but the civil-record chain must be documented and the precise degree confirmed with NVI.

A descendant who wants entry in the Mavi Kart register must show the chain continuously back to the eligible former citizen. NVI says that any intervening ancestors not already in the register may need to be registered as part of that process. Birth, marriage, divorce, death, name-change, and citizenship-exit records may therefore all be relevant.

The framework does not cover every former Turkish citizen. Citizenship revoked, canceled, lost through a different legal mechanism, or acquired only after birth does not automatically satisfy the Article 28 definition. If the historic loss category is unclear, obtain the underlying NVI decision rather than relying on the fact that an old Turkish passport once existed.

For the original former citizen, NVI's published card application list is short: a request petition, two photographs, and a foreign identity document or passport. A descendant's case requires the added family-link and register evidence.

More about this route

The card does not restore citizenship. Instead, it documents a legal right to continue using many of the rights Turkish citizens have, subject to the exceptions in Article 28 and to national-security, public-order, profession-specific, and other special laws.

This distinction matters. A person with general Turkish ancestry, a relative born in Türkiye, or a family member who lost citizenship in another way does not automatically qualify. The former citizen's birth citizenship, the official exit permission, and the applicant's exact family chain must all be proved.

Example: a grandchild of an eligible former Turkish citizen
  1. Eligible former citizen Turkish by birth and departed citizenship through an official renunciation permit.
  2. Their child: your parent Prove this civil-record link and address any required entry in the Mavi Kart register.
  3. You: their grandchild Complete the continuous documentary chain and confirm your eligibility with NVI.

Qualifying descendants can fall within the stated third-generation limit, subject to official confirmation. Mavi Kart documents Article 28 rights; it does not restore Turkish citizenship.

What This Route Allows

Article 28 generally preserves the rights granted to Turkish citizens except for the listed exclusions and rights governed by special laws. In practical terms, this can support residence, private employment, business, property, inheritance, civil registration, and other daily dealings in Türkiye.

The Ministry of Labor expressly says that a person entitled to a Mavi Kart may work in Türkiye without obtaining a work permit, provided profession-specific obligations are met and special-law restrictions are respected. A regulated profession may still require recognition, licensing, registration, or citizenship under a separate law.

Former citizens already in the MERNIS system keep their Turkish identity number when their record moves to the Mavi Kart register. A non-Turkish descendant entered in the register receives a foreigner identity number.

NVI can issue the card through a district population directorate in Türkiye or a Turkish foreign mission abroad. The card, or the appropriate register extract plus identity evidence when the card cannot be shown, is used to prove the status.

What This Route Is Not

Mavi Kart is not Turkish citizenship, a Turkish passport, or a citizenship-by-descent confirmation. The holder remains a foreign national for citizenship purposes.

Article 28 holders do not have the right to vote or stand for election. They have no Turkish military-service obligation and do not have the special right to import a vehicle or household goods free of customs charges. They cannot hold permanent, core public-service posts governed by public law, although NVI notes that work as a laborer, temporary worker, or contract worker in a public body may be possible.

The card is not a shortcut for anyone with Turkish ethnicity or a Turkish-born ancestor. It depends on a documented former citizen by birth who used the official permission-to-renounce procedure and on the legal descendant limit.

It is also not permanent residence or citizenship earned through years of stay. Its foundation is the Article 28 family/status history. A former citizen may separately examine reacquisition of Turkish citizenship under Article 13, but that is a different application with a different legal result.

Next Steps

  1. Identify the original former Turkish citizen and obtain a full Turkish population-register extract.
  2. Obtain the official renunciation permit or renunciation document and verify that the person was Turkish by birth.
  3. If applying as a descendant, collect long-form birth, marriage, and other family records linking every generation to that person. Resolve name, date, marriage, and parentage differences before filing.
  4. Ask NVI whether each intervening ancestor must first be entered in the Mavi Kart register and confirm that the applicant is within the third-generation limit.
  5. Authenticate and translate foreign public records under the instructions of the district population directorate or Turkish mission handling the case.
  6. Apply in Türkiye through a district population directorate or abroad through a Turkish foreign mission.
  7. After registration, report later family-status events such as birth, marriage, divorce, death, address, and identity changes. NVI says Mavi Kart register holders have an ongoing duty to report these events.
  8. If work involves a regulated profession or public body, confirm the profession-specific rule even though the general work-permit exemption applies.
