Summary

If you work remotely for organizations outside Uruguay, you can apply for a short stay through the digital-nomad provisional identity card. Initial permission is for less than 180 days, with one renewal for another 180 days.

The initial application needs an identity document and a sworn statement about your work and financial support. No fixed income minimum is published. Renewal adds national criminal-record certificates and proof that you meet Uruguay’s vaccination requirements.

Prepare for the first stay and any renewal
  1. Confirm the overseas work and entry rules Check the employer or client location and any entry-visa requirement.
  2. Apply with the sworn work and support statement Use the official provisional-card process and retain supporting contracts and income records.
  3. Prepare renewal records before expiration Add the required criminal-record and vaccination evidence if seeking the one renewal.

This is temporary permission, not permanent residence or an automatic family permit. Local employment needs another basis.

Eligibility

Foreign remote activity

The work must have an overseas connection: the applicant must develop remote activity from Uruguay for organizations based abroad. This can fit a foreign employee, contractor, freelancer or owner working for an overseas organization, provided the actual relationship is outside Uruguay.

The category is not designed for ordinary employment by a Uruguayan business. A person planning local employment should review temporary residence for workers, which has employer-letter, pay and company-document requirements.

Identity document and lawful entry

The initial application uses the identity document with which the person entered or will enter Uruguay. Some nationalities require an admission visa. The digital-nomad permit does not remove that separate entry requirement, so check the Foreign Ministry's current visa regime before travel.

The official page says the fee cannot be paid from outside Uruguay. It provides an online start, but the process is not wholly detached from Uruguay: after authorization, the applicant is directed to the National Directorate of Civil Identification to obtain the provisional identity document.

Sworn declaration and financial support

The official declaration states the nature of the remote work and that the applicant has enough income to support yourself during the requested period. No universal amount such as USD $1,500 or USD $2,000 appears in the published regulation. Unofficial “recommended” figures should therefore not be presented as legal thresholds.

A sworn declaration must be truthful. Even where bank statements are not listed as a standard initial document, applicants should preserve contracts, employer or client evidence and financial records in case the authority asks questions or the person later applies for a different residence category.

Renewal documents

For the one permitted renewal, an adult generally needs national-level criminal-record certificates from countries where they lived during the previous five years for at least six months. State, provincial or departmental certificates are not accepted as substitutes for a national certificate. Foreign records must be apostilled or legalized and translated when required; Brazilian records receive a translation exception under the current procedure.

The renewal also asks for a certificate from a vaccination center in Uruguay confirming compliance with Uruguay's schedule. The current initial checklist does not require private health insurance, but arranging health coverage is a separate practical consideration.

What This Route Allows

The provisional card gives permission for a short stay in Uruguay while performing the declared foreign remote activity. Decree 238/022 says this remote category does not require registration with Uruguay's social-security bodies merely because of the permitted remote activity.

It can provide an opportunity to experience daily life in Uruguay before choosing a longer residence category. If the person wants to stay beyond the single renewal, the regulation says they may apply to one of the other temporary or permanent migration categories. That is a new application under the requirements of the selected category, not an automatic conversion.

What This Route Is Not

This is not permanent residence and does not guarantee a later permanent-residence approval. It is also not an open work authorization for Uruguayan clients or employers.

It is not a family permit that automatically covers a spouse or children. The official digital-nomad checklist is written for the individual applicant. Each accompanying person needs an independent lawful basis and the correct identity or residence procedure.

Do not assume this short stay automatically counts toward legal citizenship. Uruguay’s Electoral Court separately checks whether the country has been your usual home and reviews the supporting evidence. Anyone whose long-term goal is citizenship should move to the appropriate residence category and preserve complete evidence of actual life in Uruguay.

Finally, immigration permission and tax residence are separate questions. The permit does not itself grant a tax holiday or exempt all foreign remote earnings. Obtain current advice from Uruguay's tax authority or a qualified advisor if the stay crosses tax-residence thresholds or work activities change.

Next Steps

  1. Confirm the work relationship. Make sure the employer, client or business receiving the services is established outside Uruguay and that the activity can be performed remotely.
  2. Check admission rules. Use the Foreign Ministry's official visa table for the passport you will use. Obtain a visa first if required.
  3. Read the declaration before applying. Confirm that every statement about the work and financial support is accurate. Keep contracts and income evidence even if they are not standard initial uploads.
  4. Start the official provisional-card procedure. Use a personal gub.uy identity account or another accepted digital identity. Follow the current payment instructions; the official page says payment cannot be made abroad.
  5. Complete the identity-document step. After authorization, follow the notice directing you to Civil Identification for the provisional document.
  6. Prepare early for renewal. Obtain the required national criminal records, apostilles or legalization, translations and Uruguay vaccination certificate before the initial period expires.
  7. Choose a longer category before the second period ends. Compare general permanent residence, temporary work residence, Mercosur residence or family residence based on your actual facts. Do not assume that renewal converts automatically.
