Luxembourg Skilled Worker Residence Card

- Contract length
- At least six months for highly qualified work
- Salary requirement
- €65,652
Summary
Luxembourg's EU Blue Card allows a highly qualified foreign employee to live and work there under a contract of at least six months, with accepted professional qualifications. The applicant must meet the salary threshold in force and hold any recognition needed for a regulated profession. The employer declares the vacancy to ADEM, but the ordinary local recruitment test does not apply.
The immigration application is normally approved before travel, followed by arrival, medical and residence-card steps. A strong professional record alone cannot substitute for the contract or pay conditions. The Blue Card remains separate from ordinary employee and self-employed permissions.
-
Verify contract, pay, and qualifications Check the minimum contract term, current Blue Card salary threshold, and required professional recognition.
-
Complete employer and authorization steps The employer declares the vacancy; prepare the signed contract and obtain the required temporary authorization before travel.
-
Finish the residence-card process Declare arrival, complete the medical check, and file for the Blue Card within the applicable deadlines.
A strong résumé alone does not replace the contract and salary tests. Later employer, profession, or sector changes have notification and status rules.
Eligibility
The applicant must have:
- a Luxembourg employment contract for highly qualified work lasting at least 6 months;
- gross annual salary of at least €65,652 at the time of application;
- documents proving the higher professional qualifications needed for the activity or sector; and
- where the profession is regulated, the recognition or authorization required to practice it.
The employer must declare the vacancy to ADEM, but Blue Card recruitment is not subject to the ordinary local/EU labor-market test (a check for suitable workers already available locally). The employer and applicant should still use a signed Luxembourg-law contract, which can make the start date conditional on immigration approval.
The application normally includes the full passport, criminal-record extract or accepted affidavit from the country of legal residence, CV, diplomas or professional-qualification records and the signed contract. It must usually be made and approved from the country of legal residence before travel. The temporary authorization is valid for 90 days; after arrival the worker declares arrival within 3 working days, completes the medical check and applies for the card within 3 months. Guichet.lu lists an €80 card fee.
More about this route
Guichet.lu lists the salary threshold as €65,652 gross per year. This is a Blue Card threshold, not the general salary requirement for every Luxembourg work permit.
What This Route Allows
The first Blue Card is valid for 4 years, or for the contract term plus 3 months if the contract is shorter than 4 years. It is renewable on the same basis while the conditions continue to be met and the holder can show actual work.
The card authorizes highly qualified employment. A proposed employer, sector or profession change must be notified in advance and handled under the Ministry's approval procedure; the official process gives the Minister 30 days to object to a proposed employer change, during which the change is suspended. A job that no longer meets Blue Card conditions requires the ordinary salaried-worker process.
A spouse or partner and unmarried minor children may submit family-reunification documents with the Blue Card file. After 5 years of qualifying Blue Card residence in the EU, including the final 2 years in Luxembourg, the holder may apply for EU long-term resident status. A Blue Card holder from another Member State can use the separate Blue Card mobility procedure after at least 12 months there.
What This Route Is Not
This is not the ordinary salaried-worker route, a permit for self-employment, or an automatic right to take any job. A strong CV cannot replace the minimum contract term, minimum salary or qualification evidence.
The salary figure is not permanent: the amount in force when applying or renewing must be checked. A Blue Card also does not itself grant permanent residence or Luxembourgish nationality.
Next Steps
- Confirm that the job duties and your qualifications support classification as highly qualified work.
- Check the gross annual salary against the current Blue Card threshold, including the exact contractual components Luxembourg accepts.
- Have the employer declare the vacancy to ADEM and prepare a compliant contract of at least 6 months.
- Gather the passport, criminal-record, CV, diploma, professional-authorization and contract evidence.
- Obtain temporary authorization before travel, then complete commune arrival, medical and residence-card steps on time.
- Notify the Ministry before any employer, profession or sector change.
