Luxembourg Salaried Worker Residence Permit
At a glance
If you are a non-EU citizen with a job offer in Luxembourg lasting more than three months, this is the ordinary employee route. Your employer normally completes a hiring process with ADEM, Luxembourg's employment agency. Unlike the EU Blue Card, this permit does not have one salary threshold for all highly qualified jobs.
- Job offer required?
- Yes (labor-market test)
- Recruitment
- The employer declares the vacancy to ADEM and observes the three-week waiting period
- Before travel
- Obtain temporary authorization to stay before moving to Luxembourg
Summary
Luxembourg's ordinary employee route lets a non-EU worker live and work there for an approved job, normally after the employer declares the vacancy to ADEM and completes local recruitment. If no suitable registered candidate is found within the required period, the employer can seek the certificate supporting recruitment from outside the EU. The worker then applies with the signed contract and personal evidence.
ADEM certification is separate from immigration approval, which is normally needed before travel. Pay must meet employment-law standards rather than a universal Blue Card threshold. Professional recognition and the initial permit's employment restrictions also need attention before work begins.
-
Recruitment stage Declare the vacancy The employer submits the actual position to ADEM.
-
After the three-week period Request the recruitment certificate Use the applicable process if no suitable candidate has been presented.
-
Authorization stage Apply before travel Prepare the original certificate, signed contract, qualifications, and personal evidence.
-
After authorized entry Complete arrival required steps Follow the commune, medical, and residence-card deadlines.
The first permit is restricted by profession and sector. Check those conditions before changing work.
Eligibility
Before recruitment, the employer declares the vacancy to ADEM. If ADEM has not presented a suitable local or EU labor-market candidate within 3 weeks, the employer can request the certificate authorizing recruitment of a third-country national.
The applicant then normally provides:
- the original ADEM certificate;
- a dated and signed employment contract compliant with Luxembourg law;
- a full valid passport, criminal-record extract or accepted affidavit and CV;
- diplomas or professional qualifications; and
- any recognition or license needed for a regulated profession.
Pay must comply with Luxembourg employment law, collective agreements and the indexed social minimum wage, but the €65,652 Blue Card threshold does not apply to every ordinary worker application. ADEM certification is not immigration approval.
Temporary authorization must normally be applied for and approved before travel. It is valid for 90 days. After arrival, the worker declares arrival within 3 days, completes the medical check and applies for the residence card within 3 months. Guichet.lu lists an €80 fee.
More about this route
The first permit is restricted by profession and sector, so the exact job offer matters.
Permit length and job-change rules may change
Permit length and job-change rules may change
Bill 8586 would allow an initial salaried-worker permit of up to two years and renewals of up to four years. It would also revise the rules for changing employers during the first two years and add limited protection during unemployment. The current permit rules still apply.
Timing: Bill 8586 was introduced on 21 July 2025. The parliamentary dossier now records the committee report, following its 16 September consideration, with a report entry on 21 September 2026. The sources reviewed do not establish final passage, publication or commencement; the proposed changes are not current pathway rules.
What This Route Allows
The first salaried-worker card is valid for at most one year. It authorizes one profession, with any employer, in one sector. A profession or sector change during that period requires the Ministry's authorization.
From the first renewal, a permit can be issued for up to 3 years with access to any sector and profession. If the holder cannot show actual work throughout the permit period, or renews while receiving unemployment benefits, renewal is normally limited to one year. Renewal should be filed within the 2 months before expiry.
Eligible family members may use family reunification and receive their own work access under that status. After 5 years of qualifying lawful and uninterrupted residence, EU long-term resident status may be available.
What This Route Is Not
This is not an open work permit on first issue, a guarantee that ADEM will certify the hire or permission to start before immigration authorization. It is also not the Blue Card, seasonal-worker, posted-worker, or self-employed route.
A job offer alone does not cure missing professional recognition, an unlawful salary, an incomplete ADEM process or an application made from Luxembourg when the pre-entry rule applies.
Next Steps
- Have the employer declare the exact vacancy to ADEM and observe the 3-week period.
- Obtain the original ADEM recruitment certificate and a compliant signed contract.
- Check salary, collective agreement and regulated-profession requirements.
- Assemble passport, background, CV and qualification evidence and apply before travel.
- Complete declaration of arrival, medical and residence-card steps within the official deadlines.
- Check the permit's profession and sector codes before changing roles or renewing.
