Luxembourg Self-Funded Private Residence
At a glance
Some non-EU citizens can apply to live in Luxembourg using specified income connected to Luxembourg, another EU country, or the Schengen area. This is a limited private-reasons permit. A pension, savings, or other income alone does not necessarily qualify you.

- Housing and health
- Suitable housing and comprehensive health insurance
Summary
Luxembourg offers residence for private reasons to people supported by specified professional income or social-security pensions connected to Luxembourg, the EU, or the Schengen area. The source and legal nature of the payment are decisive, even when the amount exceeds the minimum-wage reference used in the assessment.
Savings, rent, dividends or a private or outside-area pension do not automatically satisfy this branch. Applicants must document the payment history and expected continuation alongside housing, insurance and personal records, normally seeking authorization before entry. It is distinct from the exceptional private-reasons route based on family ties.
-
Identify a qualifying income source The route covers specified work income from another EU or Schengen state, or qualifying social-security pensions from Luxembourg, the EU, or Schengen.
-
Check the amount and living arrangements Document the applicable minimum resources, housing, and health coverage.
-
Follow the authorization sequence Normally obtain temporary authorization before moving, then complete the required arrival and residence-card steps.
Savings, rental income, dividends, private pensions, or pensions from outside the specified area do not by themselves meet the qualifying-source test. Any work permission must be checked separately.
Eligibility
The applicant must show:
- qualifying professional income earned through activity in another EU or Schengen country; or a qualifying old-age, invalidity or survivor's social-security pension from Luxembourg, the EU or the Schengen area;
- income at least comparable to Luxembourg's social minimum wage for an unskilled worker;
- suitable housing in Luxembourg;
- comprehensive health insurance; and
- the required identity, family-status and background records.
The unskilled adult social minimum wage is €2,771.33 gross per month from 1 June 2026. It is indexed, so the current amount must be rechecked when applying. The nature and paying institution of the income matter as much as the amount. Savings, dividends, rent, family support, a private pension or a social-security pension from outside the EU or Schengen area do not become qualifying income merely because they exceed the wage reference.
Applications normally begin with temporary authorization to stay before entering Luxembourg. Evidence should clearly identify the activity or social-security institution, legal basis, gross and net amounts, payment history and expected continuation, along with housing and insurance.
More about this route
The accepted income is professional income from activity carried out in another EU or Schengen country, or an old-age, invalidity or survivor's pension paid by a social-security institution in Luxembourg, another EU country or a Schengen country.
What This Route Allows
An approved applicant may reside in Luxembourg for private reasons. The residence permit can be issued for up to 3 years and renewed if the conditions remain met. Guichet.lu lists a fee of €80 for the residence permit.
This permit does not itself turn a foreign job into Luxembourg employment. A holder seeking work as an employee as an ancillary activity should check the separate authorization procedure, while a person moving principally to take a Luxembourg job should use the appropriate employment route. EU long-term resident status may become possible after 5 years of qualifying legal residence if all of its separate conditions are met.
What This Route Is Not
This is not a general retirement visa, digital-nomad visa, non-lucrative visa or route based on wealth. In particular, a social-security pension from outside the EU or Schengen area, a private pension, investment income, property rent or a large savings balance does not satisfy this branch on its own.
It is also distinct from the private-reasons route decided case by case based on unusually strong and long-standing personal or family ties in Luxembourg.
Next Steps
- Identify the exact country, activity or institution from which each payment arises.
- Confirm that the payment is one of the official qualifying forms, not only that it is regular.
- Compare continuing income with the indexed unskilled social minimum wage in force on the application date.
- Arrange suitable Luxembourg housing and comprehensive health insurance.
- Collect official award letters, contracts, contribution records, payment history, tax records and certified translations where needed.
- Apply for temporary authorization to stay before relocating, unless an official exception applies.
