TCI Business Investment Residence
At a glance
A completed business investment can support permanent residence in Turks and Caicos if you hold the required Governor’s Certificate of Undertaking. The minimum is USD $750,000 on Grand Turk, Salt Cay, South Caicos, Middle Caicos, or North Caicos, and USD $1.5 million on other islands. At least 60% of the business’s employees must not hold work permits.

Summary
Turks and Caicos offers a Permanent Residence Certificate through an approved business investment, beginning with the Governor’s conditional written commitment. The completed project must then meet the location-based investment threshold and staffing rule: at least sixty percent of employees must not hold work permits. The commitment and the evidence of completed investment are both important to the residence application.
The undertaking is a conditional written commitment to grant residence after the investment and other conditions are met. It is not the residence certificate itself. Approval allows work in your own business, subject to the permit’s terms.
-
Confirm the undertaking Check the island, business, qualifying amount, and Governor's commitment.
-
Complete and document Prove the investment, business operation, and required staffing.
-
PRC application Provide accounts, ownership, licensing, and personal evidence.
The undertaking is conditional and is not itself a Permanent Residence Certificate.
Eligibility
The investment must be in a business or enterprise on the relevant island. The government asks for the Governor's undertaking, a business license, ownership proof, accounts showing the amount invested, and a staff register showing employees' immigration status. It also lists a recent police certificate, medical certificate, and character references. A passive property holding or a business plan without the required completed investment and staffing evidence does not yet meet this route's published test.
Another government category covers USD $1 million invested in a home or business without an undertaking. It has different conditions; the USD $750,000 lower-island business threshold belongs to the route with an undertaking.
What This Route Allows
An approved principal holder may reside indefinitely under the PRC and work in their own business or enterprise. This is narrower than a general right to work for any employer. Eligible dependents may be added to the certificate, but need separate permission to work.
What This Route Is Not
Investment alone does not issue a PRC, replace business licensing, or grant Turks and Caicos Islander status, British Overseas Territories citizenship, or a British passport. The home-investment PRC has a different threshold and does not allow work.
Next Steps
- Confirm the island, business structure, undertaking, and qualifying amount with the PRC office.
- Verify the hiring plan and 60% staffing test; keep payroll and immigration-status records.
- Prepare business license, ownership, accounts, personal certificates, and source-of-funds evidence.
- Budget for separate government fees and confirm the exact work endorsement on any approved certificate.
