Portuguese Citizenship for Relevant Services
At a glance
Portugal may grant citizenship to an adult who has provided, or will provide, important services to the Portuguese State. Approval is decided case by case. Since May 19, 2026, services only to the Portuguese community no longer qualify under this category.
- Service to Portugal
- Substantial services to the Portuguese State, supported by the responsible government department
- Documents
- Official recognition and records of your service
- Other requirements
- Adulthood, required civic knowledge and declarations, financial support, and background checks
Summary
People who have provided substantial services to the Portuguese State may be considered for citizenship through an exceptional grant, backed by the responsible government department. For new cases from May 19, 2026, a contribution solely to a Portuguese community is no longer the statutory basis, although protected pending applications use the earlier law.
The ordinary residence minimum and language-and-culture requirement are waived, but specified civic, support and background conditions remain. The Justice Minister decides each case. Ordinary donations, volunteering or private achievements do not automatically amount to qualifying State service.
Eligibility
For a new application, you generally need:
- significant services to the Portuguese State, supported by the responsible government department;
- adulthood under Portuguese law;
- knowledge of citizenship rights and duties and Portugal's political organization;
- the democratic-rule-of-law declaration;
- capacity to support yourself; and
- clearance of the specified serious-crime, security, and sanctions checks.
The ordinary residence minimum and the Portuguese language-and-culture requirement are waived, but the grant remains a case-by-case decision.
More about this route
Applications already pending on 19 May 2026 remain under the earlier law, which used the broader State-or-community wording.
-
Applicable law Check whether the case was already pending on May 19, 2026.
-
Official service evidence Obtain the responsible department's record of the service and its relevance.
-
Remaining requirements Prepare civic, democratic, self-support, and background evidence.
New applications use the State-service category; the grant remains a case-by-case decision.
What This Route Allows
If the Justice Minister grants naturalization, you become a Portuguese citizen and therefore an EU citizen.
What This Route Is Not
This is not a reward for ordinary volunteering, donations, cultural interest, or private achievement. A contribution solely to a community organization does not satisfy the text of the post-19-May-2026 statute unless it also amounts to relevant service to the Portuguese State.
Next Steps
- Identify the State body connected to the service.
- Obtain an official departmental document describing the service, its relevance, dates, and impact.
- Confirm whether the case was already pending before 19 May 2026.
- Prepare the remaining civic, democratic, background, and self-support evidence.
- Obtain specialist review before requesting this exceptional grant, which is decided case by case.
