Portuguese Citizenship for Former-Colony Ties

Portugal Citizenship
Pathway overview

At a glance

This citizenship route closed to new applications on May 19, 2026 under Organic Law 1/2026. It had covered certain people who lost Portuguese citizenship during decolonization and had remained in Portugal since before April 25, 1974, along with some children born in Portugal. Existing applications need a separate check.

Summary

Portugal ended new applications under this historical decolonization category on May 19, 2026. The former provision concerned specified losses of nationality and residence in Portugal from before April 25, 1974, with a limited related category for children born there. It is not an open ancestry route.

Proceedings already pending at the reform date remain subject to the earlier law and need an individual review of loss, residence and other records. An older government page still displaying the category does not reopen filing. New applicants must assess any separate descent, reacquisition or residence-based citizenship basis.

The filing date determines whether the former category remains relevant
  1. Check whether a case was already pending Obtain proof of the exact submission date and pending status on May 19, 2026.
  2. Identify the applicable path A protected pending case uses the earlier law; a new case must be assessed under another available nationality ground.
  3. Prepare evidence for that path For a protected case, preserve the prior nationality, decolonization-loss, residence, and other required records.

This category was revoked for new applications. An older Ministry webpage listing it does not reopen the route.

Eligibility

For a protected pending case under the earlier law, the central facts included:

The old law also covered a limited group of children born in Portugal to qualifying people. A new application submitted on or after 19 May 2026 should not be treated as eligible under the revoked paragraph.

More about this route

A procedure that was already pending on 19 May 2026 remains governed by the earlier law. Some Justice Ministry pages still list the former category while procedures are being updated; that does not recreate a legal route for a new filing.

What This Route Allows

A qualifying application that was already pending at the reform date can still be decided under the former law and, if granted, produce Portuguese and EU citizenship.

What This Route Is Not

This is not a current general ancestry route for people born in, or descended from someone born in, a former Portuguese territory. It is also not a substitute for ordinary naturalization, citizenship by descent, reacquisition, or a residence route.

Next Steps

  1. Confirm the exact online or in-person submission date and proof that the application was pending on 19 May 2026.
  2. Preserve the former Portuguese nationality and decolonization-loss records.
  3. Document continuous presence in Portugal from before 25 April 1974 and any relevant foreign-state service.
  4. If no application was pending, check whether you qualify to regain citizenship, claim it through a parent or grandparent, or apply after living in Portugal.
  5. Obtain Portuguese nationality advice before relying on any still-visible pre-reform administrative page.
