Portuguese Citizenship After Residence

Portugal Citizenship
Pathway overview

At a glance

Portugal's ordinary naturalization route is for long-term legal residents. Under the current 2026 law, most applicants need 10 years of legal residence; EU and CPLP citizens use a 7-year period, and applications already pending before the 2026 change may be treated differently.

Usual residence period
Seven years for EU citizens or citizens of countries whose official language is Portuguese; ten years for other citizens
Requirements
Legal residence, language and civic knowledge, support, and record checks
Transition rule
Pending pre-May 19, 2026 applications use the prior law

Summary

Adults who have established legal residence in Portugal can apply for citizenship through ordinary naturalization. Since May 19, 2026, the usual period is seven years for citizens of an EU member state or a country whose official language is Portuguese, and ten years for citizens of other countries. Applications already pending on that date remain governed by the earlier law.

You must also show knowledge of Portuguese language, culture, history, and civic life; declare support for democratic principles; pass criminal-record, security, and sanctions checks; and show that you can support yourself.

Choose the applicable law and residence period before filing
  1. Check the nationality group and transition rule The current seven- or ten-year period differs from rules protecting certain pending cases.
  2. Verify the countable residence periods Use AIMA records and the applicable lookback interval rather than a first-arrival date.
  3. Prepare the complete naturalization evidence Include the required language, cultural and civic knowledge, declarations, screening, and support records.

A residence application awaiting approval is not automatically countable legal residence. Nationality is a separate application.

Could this pathway work for you?

Eligibility

At the time of application, you generally must:

Continuous residence is not always required, but summed periods must fall within the legal maximum interval: nine years for EU and official-Portuguese-language-country citizens and twelve years for others.

What This Route Allows

If the Justice Minister grants the application, you become a Portuguese and EU citizen. Nationality is permanent unless later lost under the limited rules in Portuguese law.

What This Route Is Not

This is not a visa or permanent-residence application, and a residence application waiting for approval is not automatically counted as legal residence under the new rule. Direct routes through a Portuguese parent or grandparent, birth in Portugal, adoption, or a Portuguese spouse should be checked separately.

Next Steps

  1. Determine whether the seven- or ten-year threshold applies and whether the pre-19-May transition rule protects a pending case.
  2. Obtain AIMA records for every period to be counted and test the nine- or twelve-year interval.
  3. Prepare the prescribed language, culture, history, symbols, civic, and political-system evidence.
  4. Gather birth, marriage, and other family records, relevant criminal records, and evidence of self-support.
  5. Use the current Justice Ministry filing process and answer any registry request for additional evidence.
