Summary

A person who has no citizenship may apply for Portuguese naturalization after four years of legal residence in Portugal. The route is distinct from nationality of origin for a child born in Portugal who would otherwise have no nationality.

Under the current law, this category has a shorter residence period and no separate self-support condition, but substantial language, civic, democratic, record, security, and sanctions requirements remain.

Eligibility

You generally need:

The nationality procedure for this legal category is free.

Statelessness and qualifying residence
  1. Evidence stage Establish statelessness Show that no state recognizes the applicant as its citizen.
  2. 4 years within 6 Legal residence Document four qualifying years within a maximum six-year interval.
  3. Application stage Naturalization application Prepare language, cultural, civic, democratic, and background evidence.

This route differs from nationality of origin for a child born in Portugal without another nationality.

What This Route Allows

If granted, naturalization gives Portuguese nationality and EU citizenship, reducing the legal insecurity caused by statelessness.

What This Route Is Not

This route is not for a person who currently holds another nationality. It also does not replace a statelessness determination or automatically make time without lawful status count as legal residence.

Next Steps

  1. Gather official responses, identity records, and other evidence establishing statelessness.
  2. Obtain AIMA evidence for four qualifying residence years within the six-year interval.
  3. Prepare the required language, cultural, historical, civic, and constitutional evidence.
  4. Obtain the criminal records the registry requires where they can legally be issued.
  5. Ask the Justice Ministry or a qualified advisor how to document gaps that result from statelessness.
